NOTICE IS HEREBY GIVEN that a public hearing of the qualified voters of the Cornwall Central School District, Orange County, Cornwall, New York will be held in the Cafetorium of the Cornwall Elementary School, 99 Lee Road, Cornwall, NY on May 5, 2026 at 7:00 P.M. prevailing time for the presentation of the budget. A copy of the 2026-2027 budget will be available for review beginning May 5, 2026 at each school in the District, at the Cornwall Public Library and on the District's website between the hours of 9:00 A.M. and 2:00 P.M., excepting a Saturday, Sunday or holiday. NOTICE IS HEREBY GIVEN that the annual meeting of the qualified voters of the Cornwall Central School District of the Town of Cornwall, Orange County, New York, will be held at the Cornwall Central Middle School Gymnasium at 122 Main Street, Cornwall, New York on Tuesday, May 19, 2026 from 6:00 A.M. to 9:00 P.M., at which time the polls will be opened to vote by voting ballot or machine upon the following items:
1. To adopt the annual budget of the School District for the fiscal year 2026-2027 and to authorize the requisite portion thereof to be raised by taxation on the taxable property of the District.
2. To elect five (5) candidates to the Board of Education. Three seats are for a three (3) year term commencing July 1, 2026 and ending June 30, 2029, to fill the vacancies created by the expiration of the terms of Christine Diaz, Christian Brunelli, and Carl Gilpatrick; one (1) seat is for a two (2) year six week term commencing May 20, 2026 and ending June 30, 2028, to fill the vacancy created by the resignation of Richard Schaffer; and one (1) seat is for a one (1) year and six week term commencing May 20, 2026 and ending June 30, 2027, to fill the vacancy created by the resignation of Eleanora Fazio.
3. To transact such other business as may properly come before the meeting pursuant to the Education Law of the State of New York and vote upon the following propositions:
PROPOSITION 2
Shall the following resolution be adopted, to wit: RESOLVED, that the Board of Education of the Cornwall Central School District, Orange County, New York, is hereby authorized to construct additions and improvements to and reconstruct School District buildings and related facilities, including original furnishings, equipment, machinery, apparatus, appurtenances, site improvements and other incidental improvements and expenses in connection therewith, at a maximum estimated cost not to exceed $44,582,337, and that said amount, or so much thereof as may be necessary, shall be raised by the levy of a tax upon the taxable property of said School District and collected in annual installments as provided by Section 416 of the Education Law; and, in anticipation of such tax, obligations of said School District shall be issued.
PROPOSITION 3
If Proposition No. 2 is approved, shall the following resolution be adopted, to wit:
RESOLVED, that the Board of Education of the Cornwall Central School District, Orange County, New York, is hereby authorized to construct additions and improvements to and add classroom space and related areas at the Cornwall Central Middle School and Elementary Schools, including but not limited to adding classroom space and related areas, other incidental improvements, site improvements and original furnishings, equipment, machinery, apparatus, appurtenances and incidental expenses in connection therewith, at a maximum estimated cost not to exceed $21,154,103, and that $5,130,908 of Capital Reserve Fund (2022) monies and $2,627,169 of Capital Reserve Fund (2025) monies shall be used to pay a portion thereof, and that the remaining $13,396,026 amount, or so much thereof as may be necessary, shall be raised by the levy of a tax upon the taxable property of said School District and collected in annual installments as provided by Section 416 of the Education Law; and, in anticipation of such tax, obligations of said School District shall be issued.
PROPOSITION 4
If Propositions No. 2 and No. 3 are approved, shall the following resolution be adopted, to wit: RESOLVED, that the Board of Education of the Cornwall Central School District, Orange County, New York, is hereby authorized to construct and improve athletic fields and make improvements to and reconstruct facilities at the Cornwall Central High School, including incidental improvements, site improvements and expenses in connection therewith, at a maximum estimated cost not to exceed $14,605,724, and that said amount, or so much thereof as may be necessary, shall be raised by the levy of a tax upon the taxable property of said School District and collected in annual installments as provided by Section 416 of the Education Law; and, in anticipation of such tax, obligations of said School District shall be issued.
AND FURTHER NOTICE IS HEREBY GIVEN that petitions nominating candidates for the office of member of the Board of Education shall be filed with District Clerk at his office in the Administration Office, 24 Idlewild Avenue, Cornwall-on-Hudson, NY not later than Monday, April 20, 2026 between 9:00 A.M. and 5:00 P.M. Each petition shall be directed to the Clerk of the District and shall be signed by at least 46 voters of the District and must state the name and residence of the candidate.
NOTICE IS FURTHER GIVEN that applications for absentee ballots and early mail ballots may be applied for at the office of the District Clerk. Applications cannot be received more than thirty days before the vote. Completed applications must be received by the District Clerk at least seven (7) days before the election if the ballot is to be mailed to the voter, or the day before the election, if the ballot is to be delivered personally to the voter. Absentee and early mail ballots must be received by the District Clerk not later than 5:00 P.M., prevailing time, on Tuesday, May 19, 2026. A list of all persons to whom absentee ballots and early mail ballots shall have been issued will be available in the office of the District Clerk on each of the five days prior to the day of the election, except Sunday, on weekdays between the hours of 9:00 a.m. and 4:00 p.m., and on Saturday, May 16, 2026, by appointment. Such a list will also be posted in a conspicuous place during the District Meeting and Election. Any qualified voter present in the polling place may object to the voting of the ballot upon appropriate grounds for making his/her challenge and the reasons therefore known to the Inspector of Election before the close of the polls.

NOTICE IS FURTHER GIVEN that personal registration of voters is required pursuant to Education Law §2014 and any eligible person shall be entitled to have their name placed upon the Register of the School District if they are known or proven to the satisfaction of the District Clerk to be then or thereafter entitled to vote. Personal registration occurs at the District Offices, located at 24 Idlewild Avenue, Cornwall-on-Hudson, New York, on business days from 9:00 A.M. – 4:00 P.M., excluding the five (5) calendar days preceding an election or vote. If a voter has heretofore registered to vote with the School District and has voted at an annual or special school district meeting within the last four calendar years, s/he is eligible to vote at this election and vote. If an eligible voter is currently registered to vote with the Orange County Board of Elections, s/he is also eligible to vote in this election and vote.
AND FURTHER NOTICE IS HEREBY GIVEN, that the Board of Registration will meet for the purpose of registering all qualified voters of the District and prepare the Register of the School District pursuant to Section 2014 of the Education Law at the District Offices, located at 24 Idlewild Avenue, Cornwall-on-Hudson, New York, on May 14, 2026, between the hours of 1:00 P.M. and 5:00 P.M. to add any additional name to the Register to be used at the aforesaid election, at which time any person will be entitled to have his/her name placed on such Register, provided that at such meeting of the Board of Registration he/she is known or proven to the satisfaction of said Board of Registration to be then or thereafter entitled to vote at such election for which the register is prepared. The register so prepared pursuant to Section 2014 of the Education Law will be filed in the Office of the Clerk of the School District in the District Office, and will be open for inspection by any qualified voter of the District, on each of the five days prior to the day of the election, except Saturday, May 16, 2026 and Sunday, May 17, 2026, between the hours of 9:00 A.M. and 4:00 P.M., prevailing time and at the polling place on the day of the vote.
AND FURTHER NOTICE IS HEREBY GIVEN, that pursuant to a rule adopted by the Board of Education in accordance with §2035 and §2008 of the Education Law, any referenda or propositions to amend the budget, otherwise to be submitted for voting at said election, must be filed with the Cornwall Central School District Board of Education at the Administration Building, 24 Idlewild Avenue, Cornwall-on-Hudson, NY on or before April 20, 2026 at 4:00 P.M. prevailing time; must be typed or printed in English, must be directed to the Clerk of the School District and signed by at least 76 qualified voters of the District and must state the name and residence of each signer. However, the School Board will not entertain any petition to place before the voters any proposition the purpose of which is not within the powers of the voters to determine, or any proposition which fails to include a specific appropriation where the expenditure of monies is required by the proposition.
FURTHER NOTICE IS HEREBY GIVEN, that military voters who are qualified voters of the Cornwall Central School District may request an application for a military ballot from the District Clerk by mail to 24 Idlewild Avenue, Cornwall-on-Hudson, NY 12520, by email to jfink@cornwallschools.com, or fax sent to (845)534-9032. In such request, the military voter may indicate their preference for receiving the application by mail, fax or email. A military voter must return the original military ballot application by mail or in person to the office of the District Clerk at 24 Idlewild Avenue, Cornwall-on-Hudson, NY 12520 not later than 5:00 P.M. on the day of the election. In order for a military voter to be issued a military ballot, a valid military ballot application must be received in the office of the District Clerk no later than 5:00 P.M., on April 24, 2026.
AND FURTHER NOTICE IS HEREBY GIVEN, a military voter's original military ballot must be returned by mail or in person to the office of the District Clerk at 24 Idlewild Avenue, Cornwall-on-Hudson, NY 12520. Military ballots shall be canvassed if they are received by the District Clerk before 5:00 P.M. on May 19, 2026 and signed and dated by the military voter and one witness thereto, with a date which is ascertained to be not later than the day before the election.
AND FURTHER NOTICE IS HEREBY GIVEN, a military voter who is not currently registered to vote may apply to register as a qualified voter of the School District by requesting a registration application from the District Clerk during regular business hours, and returning a registration application and ballot application by April 24, 2026 in order to receive a military ballot,.
