Purchase of Used Aerial Ladder Truck

The Borough of Waynesboro, Franklin County, Pennsylvania, hereby provides notice that it is soliciting competitive proposals from qualified vendors for the purchase of one (1) used aerial ladder truck for use by the Waynesboro Fire Department. This procurement is funded in part through a federal award administered by the Health Resources and Services Administration (HRSA) and is subject to the federal procurement requirements of 2 CFR 200.
The Borough is seeking a used aerial ladder truck meeting the following minimum specifications:
Aerial height greater than 95 feet
Ground water tank capacity greater than 300 gallons
Pump capacity greater than 1,250 GPM
Diesel engineer rated greater than 400 horsepower
Automatic transmission
Cab seating for a minimum of four (4) personnel
Overall vehicle height less than 12 feet
Gross Vehicle Weight Rating (GVWR) less than 72,000 pounds
Wheelbase less than 260 inches
Preference will be given to vehicles that are between 10 and 15 years old, configured as a single axle, and equipped with a straight stick configuration.

Sealed proposals must be received by the Borough Manager's Office no later than Friday, May 15, 2026 at 3:00 p.m. and will be publicly opened that day at 4:00 p.m. Proposals shall be submitted in a sealed envelope clearly marked "SEALED PROPOSAL—RFP No. WB-2026-FD-01—Used Ladder Truck—DO NOT OPEN" and addressed to:

Proposals received after the stated deadline will not be considered. Electronic submissions will not be accepted. The Borough reserves the right to reject any and all proposals, to waive informalities, and to accept the proposal deemed most advantageous to the public interest. This procurement is subject to the requirements of 2 CFR Part 200 (Uniform Guidance) as a condition of the HRSA federal award.
