SAUGUS PLANNING BOARD
PUBLIC HEARING
The Saugus Planning Board will hold a public hearing on Thursday, May 7, 2026 at 7:15 P.M. in the Town Hall Annex Meeting Room, 25 Main Street, Saugus, MA on this article for the Annual Town Meeting Warrant,
Article 39, To see if the Town will authorize to establish a committee to study and review the Zoning Bylaws for the purpose of determining if it is necessary to have a complete zoning rewrite, using the assistance of a professional zoning consultant, urban planners, and legal support.
The Composition of the committee will include five town meeting members who request membership from the Moderator, the building inspector, or a member of the inspectional services department (Town Planner), the Fire Chief, and representatives of the Planning Board and Zoning Board of Appeals. There will be an odd number of committee members. The public and others may participate in the discussions; however, only the Committee will vote on the final :recommendation to be submitted to the Board of Selectnen and the Finance Committee for inclusion in a Town Meeting Warrant.
The Committee, after creating a survey based on the community's priorities, will consult with frequent zoning participants and issue a report by the end of 2026 with a recommendation on whether to revise the Zoning Bylaws. A recommendation to hire a professional zoning consultant to assist with the revision, as was recently done in Lynn, Massachusetts, may be included in the report. The cost of this exercise could come from free cash, or, as the City of Lynn did, Saugus could request assistance from the Legislature. (They were able to offset most of the cost of the rewrite). Consideration should be given to the potential expense of defending zoning-related legal actions, as we are presently experiencing.
