NOTICE
WINSLOW TOWNSHIP ZONING BOARD
Notice is hereby given that a written application has been filed by the undersigned, Brian J. Callaghan, Esq., the attorney for the applicant, RGC5, LLC who is applying to the Township of Winslow Zoning Board for the property known as 551 S. Egg Harbor Road, also known as Block 7801 Lot 2. The property is in the PR-1 (Rural Residential) zone. The Applicant will be seeking the following relief:
i. Fourth Amended Preliminary and Final Minor Site Plan Approval for improvements to the site including greenhouses, office space, fencing, parking and other site improvements;
ii. D-1 Use Variance relief to permit a Class I Cannabis cultivation operation where the use is not permitted in the zone. The Applicant is proposing to use five greenhouses to cultivate cannabis based upon a temporary field change approval received. The site plan's design includes 9600 square feet of office space;
iii. D-1 Use Variance relief to permit a Class II Cannabis manufacturing of cannabis where the use is not permitted in the zone and to permit multiple primary uses on the same property. The property was previously approved for the cultivation of cannabis. The applicant has state licensing approval for cultivating and manufacturing;
iv. The applicant is also seeking approval to install a ground-mounted solar field to provide 100% of the power for the facilities. Due to the location of the solar field, The Applicant is requesting bulk variance relief as to permit the solar field in the front yard and to the extent necessary for front yard setback relief. The solar field is to the cannabis operation and qualifies as an accessory use. In the event the Board determines that the solar field is a primary use, the Applicant seeks a D-1 Variance to permit a solar field and to permit multiple primary uses on the site.
v. "Bulk" C Variance relief from §294-117C and/or §296 to permit the installation and use of 9 ft. high shipping containers to act as an odor barrier and for security purposes in place of a standard fence material.
vi. To the extent required by the Board, the Applicant will seek a parking variance for relief from §294-123B to permit the site to have 24 stalls where additional stalls may be required based upon the number of employees and the requirement to have one space per 250 square feet of office space.
vii. Relief from §294-123B and/or §294-123C and/or §296-13 as to the size and location of the loading area;
viii. To the extent required, relief from §294-123B and/or §294-123C and/or §294-154 and/or §296-13 as to the size, location and number of EV charging space(s);
ix. To the extent required, relief from §294-110 and/or §296-13 relating to the landscaped buffer setbacks or design.
x. The Applicant will also be submitting in, as part of the application package an odor report, noise report, water reclamation report, lighting, landscaping and security reports. All reports will be available as set forth below;
xi. The Applicant will also seek such other use variance relief, bulk variances and/or design waivers as the Board deems appropriate.
A public hearing on the above-mentioned application has been scheduled for the 13t h day of May, 2026 at 6:30 P.M . Said hearing shall be located in:

The above application and all plans relative thereto have been filed with the Secretary of the Planning Board, 125 S. Route 73, Braddock, NJ 08037 and are available for inspection Monday through Friday, 9:00 A.M. to 4:00 P.M.
