Kelly, 1 Starboard Way, West Dennis, MA 02670 for a proposed dredging project in Tern Lagoon at 1 Starboard Way and 17 Surfside Way, West Dennis resulting in excavation below mean high water in the waters of Tern Lagoon, part of Weir Creek, on property owned by John F.
