NOTICE OF ANNUAL SCHOOL DISTRICT MEETING AND
ELECTION OF MEMBERS OF THE BOARD OF EDUCATION
The Board of Education of the Arlington Central School District, Dutchess County, New York, HEREBY GIVES NOTICE THAT, the Annual School District Meeting, including Election, Budget Vote, and Vote on Propositions of the qualified voters of said School District will be held at the places hereinafter set forth on the 19th day of May, 2026 between the hours of 6:00 a.m. and 9:00 p.m., Eastern Daylight Savings time, to vote by voting machine for the purposes hereinafter set forth. And notice is also given that at such Annual Meeting, voting will take place on the budget for the 2026-2027 school year. A public hearing will be held for the purpose of discussion of the budget on May 12, 2026, at Noxon Elementary School at 7:00 p.m.
AND NOTICE IS ALSO GIVEN THAT, a copy of the statement of the amount of money which will be required for the ensuing year for school purposes, exclusive of public money, may be obtained by any resident of the District during the fourteen (14) days immediately preceding the Annual Meeting, except Saturdays, Sundays or holidays, at each of the school-houses in the District between the hours of 8:30 a.m. and 4:30 p.m., at any public or free association library in the District, and on the District website. A Real Property Tax Exemption Report prepared in accordance with Section 495 of the Real Property Tax Law will be annexed to any budget of which it will form a part; and shall be posted on District bulletin board(s) maintained for public notices, as well as on the District's website.
AND NOTICE IS ALSO GIVEN THAT, petitions nominating candidates for the office of member of the Board of Education must be filed in the Office of the Clerk of the District whose office is in the Administration Building, 144 Todd Hill Road, LaGrangeville, NY, not later than 5:00 p.m. on April 20, 2026. The following vacancies are to be filled on the Board of Education:

Vacancies on the Board of Education are not to be considered separate specific offices. The nominating petitions in each case shall not describe any specific vacancy for which the candidate is nominated. Candidates who receive a plurality of the votes cast respectively for the several offices will be declared elected. Each petition must
be directed to the Clerk of the District, must be signed by at least thirty (30) qualified voters of the District, and must state the name and residence address of the candidate a-nd the residence address of each signer of the petition. Section 2032 (2)(b) of the Education Law requires that candidates for vacancies shall be arranged on the ballot according to lot and the Clerk of the Board shall conduct the drawing on April 21, 2026, at 10:00 a.m.
AND NOTICE IS ALSO GIVEN THAT, the voters shall vote, by voting machine, on the following propositions:
PROPOSITION #1- THE BUDGET - Shall the Board of Education of the Arlington Central School District be authorized to expend the sums of the money which will be required for School District purposes for the 2026-2027 fiscal year (the budget), in the amount of $278,650,000, and to levy the necessary tax therefor?
PROPOSITION #2 — PURCHASE OF VEHICLES/ISSUANCE OF BONDS
RESOLVED:
(a) That the Board of Education of Arlington Central School District, in the County of Dutchess, New York (the "District"), is hereby authorized to purchase various buses, vehicles and equipment for use by the District; and to expend therefor, including preliminary costs and costs incidental thereto and to the financing thereof, an amount not to exceed the estimated total cost of $3,400,000;
(b) that a tax is hereby voted in the amount of not to exceed $3,400,000 to finance such cost, such tax to be levied and collected in installments in such years and in such amounts as shall be determined by said Board of Education; and
(c) that in anticipation of said tax, bonds of the District are hereby authorized to be issued in the principal amount of not to exceed $3,400,000 and a tax is hereby voted to pay the interest on said bonds as the same shall become due and payable.
Such Bond Proposition shall appear on the ballots used for voting at said Annual District Meeting and Election in substantially the following form:

PROPOSITION #3 — CAPITAL RESERVE FUND PROPOSITION
Shall the Arlington Central School District be authorized to establish a capital reserve fund pursuant to Section 3651 of the Education Law, to be designated as the "Buildings and Facilities Improvement Reserve Fund 2026," which shall be for the purpose of paying all or a portion of the costs of the construction of additions to, improvements to, reconstruction, renovation and equipping of School District buildings, facilities, and athletic facilities, including original furnishings, equipment, machinery, apparatus, appurtenances, planning costs, and site and incidental improvements and expenses in connection therewith; the maximum amount of such fund shall be $20,000,000 (plus accrued interest and investment earnings thereon), with a maximum term of 20 years; the source of the funding to be unexpended unassigned fund balances in the general fund at the end of each fiscal year, funds transferred from other existing reserves, and/or legally available funds available to the District, which may include but not be limited to funds from the sale of real property.
If necessary, due to space constraints on the ballot, said proposition may be presented in substantially the following abbreviated form:

DISTRICT #1 — Register and vote at the Arthur S. May School. Election District #1 coincides with the geographic boundaries of the Arthur S. May Elementary School attendance area. PLEASE TAKE FURTHER NOTICE, that pursuant to Section 2014 of the Education Law, no person shall be entitled to vote at the Annual Meeting whose name does not appear on the register of the School District, or who does not register as herein provided. Any person who is registered to vote with the School District and has voted at any annual or special meeting or election during the four (4) calendar years prior to the year in which such register is being prepared, need not re-register.
AND NOTICE IS ALSO GIVEN, that any person, otherwise qualified to vote, who is currently registered with Dutchess County for any general election, pursuant to Section 5-612 of the Election Law, shall be entitled to vote without further registration pursuant to Section 2014 of the Education Law.
AND NOTICE IS ALSO GIVEN, that any person who is not registered to vote must register with the School District or Dutchess County Board of Elections.
AND NOTICE IS ALSO GIVEN, that the register prepared pursuant to Section 2014 of the Education Law including the names of military voters who submitted valid military voter registrations, and the Dutchess County Voter Enrollment List encompassing the School District will be filed in the Office of the Clerk of the District in the Administration Building; that same will be open for inspection by any qualified voter of the District between the hours of 8:30 a.m. and 4:00 p.m. on each of the five days prior to and the date set for the election, except Saturday and Sunday, by prior appointment only.
AND NOTICE IS ALSO GIVEN, that the qualified voters of the District, who are not registered, may register at the Dutchess County Board of Elections or at the Office of the District Clerk, 144 Todd Hill Road, LaGrangeville, NY, between the hours of 8:30 a.m. and 4:30 p.m. on days the office is open or in the election district in which they reside on any day school is in session between the hours of 8:30 a.m. and 4:00 p.m. at the following Schools:
School Election District #1 — Arthur S. May School
School Election District #2 — Traver Road Primary School
School Election District #3 — Overlook Primary School School
Election District #4 — Noxon Road Elementary School
School Election District #5 — Beekman Elementary School
School Election District #6 — Vail Farm Elementary School
No person shall be entitled to vote whose name does not duly appear upon the school register or the registration list furnished by the Dutchess County Board of Elections for the election districts encompassing the school district.
NOTICE IS FURTHER GIVEN, that applications for early mail ballots and applications for absentee ballots for the Annual District Meeting and Vote may be obtained at the Office of the District Clerk. Completed applications for early mail ballots and absentee ballots must be received by the District Clerk no more than thirty (30) days and at least seven (7) days before the election if the ballot is to be mailed to the voter (May 12, 2026) or the day before the election (May 18, 2026), if the ballot will be picked up by the voter or the voter's authorized agent set forth in the application, at the District Office. Separate lists of all persons to whom early mail ballots have been issued, absentee ballots have been issued, as well as military voters to whom military ballots have been issued, will be filed in the Office of the Clerk, and will be available for public inspection in the Office of the Clerk during regular office hours until the day of the election. Any qualified voter may file a written challenge of the qualifications of a voter, whose name appears on any such list, stating the reasons for the challenge.
NOTICE IS FURTHER GIVEN, the Board of Registration will meet during the Annual District Meeting at the places where the election is held, for the purposes of preparing a register for any meeting or election held after the Annual District Meeting.
NOTICE IS FURTHER GIVEN, that Military Voters who are not currently registered to vote may apply to register as a qualified voter of the District and Military Voters who are registered to vote may obtain an application for a military ballot, for the Annual Meeting on May 19, 2026, by contacting the District Clerk at 144 Todd Hill Road, LaGrangeville, NY 12540, Telephone (845) 486-4460, Ext. 20119, or email: fseiditaaacsdny.org. The Military Voter may indicate their preference for receiving the registration application and/or the application for military ballot by mail, facsimile, or email. The completed application to register and/or military ballot application must be received by the District Clerk no later than 5:00 p.m. on April 23, 2026. Military ballots will be mailed or otherwise distributed no later than 25 days before the election. Military ballots must be returned by mail or in person and received by the District Clerk no later than 5:00 p.m. on May 19, 2026.
AND NOTICE IS FURTHER GIVEN, that any proposition or question not requiring official notice in the call of the Annual District Meeting may be voted upon at said meeting, providing a petition signed by at least 75 qualified voters, together with the legal residence address of each, is filed with the Clerk of the District no later than sixty (60) days before the vote.
