SOLICITATION NOTICE   The following RFP solicitation published on April 10th, 2026 due May 1st. 2026, at 2:00pm has been cancelled due to substantial revisions to the specifications for goods and services. These RFP solicitations are cancelled, will not be opened at that time, and will not be republished in that format. Any solicitations electrically transmitted will be terminated.   New bid solicitations are currently being developed and will be re-advertised at a future date.   Educational Services Commission of Morris County, serving as Lead Agency for New Jersey Cooperative 26-EDCP, invites sealed proposals for an Indefinite Delivery, Indefinite Quantity (IDIQ) Public Works contract for Air Conditioning Units Service and Repair-Cleaning, Servicing, and Repair of Window Units and Central Air Handlers Boiler Inspection, Cleaning and Repair Services, Commercial Air Duct Cleaning and Disinfecting Services, Commercial and Industrial Plumbing Services, Commercial Refrigeration Units Service and Repair, Electrical Services-Installation, Troubleshooting, Maintenance and Servicing of Electrical Systems and Equipment, Elevator Services-Inspection, Preventative Maintenance and Repair, Floor Tile Repair and Replacement Services, General Construction Repairs and Carpentry Services, HVAC Service and Repair (Commercial)-Preventative Maintenance, Service, Repairs, Installation of HVAC Components, Auxiliary Equipment and Controls, Refinishing of Stage, Gymnasium and All other Wood Floors, Roof Repairs, Preventative Maintenance and Replacement Services.   This cooperative purchasing solicitation is issued pursuant to N.J.S.A. 18A:18A-4.1 (competitive contracting - boards of education) and N.J.S.A. 40A:11-4.1 et seq. (competitive contracting - local contracting units), N.J.S.A. 18A:18A-11 et seq. (cooperative purchasing among boards of education), N.J.S.A. 40A:11-11 et seq. (cooperative purchasing among local contracting units), N.J.S.A. 52:34-6.2 (cooperative purchasing), and in compliance with P.L. 2025, c.180 (S3041).   The Lead Agency has adopted a resolution authorizing competitive contracting for this procurement pursuant to N.J.S.A. 18A:18A-4.1(a) (boards of education) / N.J.S.A. 40A:11-4.1(a) (local contracting units) under the "Maintenance or Servicing of Equipment or Systems" and/or "Services" categories of N.J.S.A. 18A:18A-4.1(b) / N.J.S.A. 40A:11-4.1(b), as applicable to the solicited trade. Participating districts utilizing this cooperative agreement are responsible for adopting any locally required authorizing resolutions.   Maximum aggregate contract value: $2,000,000   Solicitation documents may be obtained from: https://idiq.ed-data.com/public/postings Proposals must be submitted online by: 2:00 PM local time on May 1st, 2026   All proposals must be submitted electronically through the cooperative's online submission portal at https://idiq.ed-data.com/public/postings. The address above is for filing protests and evaluation review appointments only.*   Proposals will be evaluated based on price and other factors, including qualifications and experience, pursuant to N.J.S.A. 18A:18A-4.4 (boards of education) / N.J.S.A. 40A:11-4.4 (local contracting units). Award shall be made to the proposer(s) whose proposal is determined to be the most advantageous, price and other factors considered. This is not a lowest-price award. Evaluation is limited exclusively to the disclosed criteria and methodology in the Specific Conditions; no undisclosed evaluation factors will be considered. The Cooperative reserves the right to award up to two (2) contracts per trade, per county: a Primary Vendor (highest total score) and a Secondary Vendor (next highest total score). The Primary Vendor shall receive first right of refusal on all task orders. If the Primary Vendor's proposed price for a specific task order is determined to be unreasonable by the contracting unit, the contracting unit may seek a competing price quote from the Secondary Vendor in accordance with the Task Order Procedures.   Questions regarding this solicitation must be submitted in writing no later than April 17, 2026, per General Condition 24 and the competitive contracting procedures of N.J.S.A. 18A:18A-4.3 (boards of education) / N.J.S.A. 40A:11-4.3 (local contracting units).   Addenda, if any, will be posted at https://idiq.ed-data.com/public/postings no later than seven (7) business days prior to the proposal due date per N.J.S.A. 18A:18A-4.3 / N.J.S.A. 40A:11-4.3. Material addenda that affect the scope of work, evaluation criteria, or submission requirements shall be advertised in the same manner as the original solicitation notice. The Lead Agency reserves the right to extend the submission deadline when a material addendum is issued. Where a material addendum is issued within the seven-day posting period, the submission deadline shall be extended to provide proposers adequate time to respond, and the addendum shall be re-advertised as required by law.   Geographic coverage: New Jersey - All Counties   All proposers must possess a valid NJ Business Registration Certificate. For public works contracts, proposers must possess a valid NJ Public Works Contractor Registration Certificate. Prevailing wage requirements apply per N.J.S.A. 34:11-56.25 et seq. Applicable prevailing wage rates - consisting of the base hourly rate and fringe benefits - shall be determined by the NJ Department of Labor through a Wage Rate Determination issued when each Task Order is created. The Contractor's awarded markup, applied to the Prevailing Wage Rate, covers all employer costs above the DOL-published rate.   All task orders issued under this contract shall be Firm Fixed Price (FFP) lump sum. All proposals must be submitted electronically through the cooperative's online submission portal by the deadline stated above.   The Educational Services Commission of Morris County, as Lead Agency for New Jersey Cooperative 26-EDCP, administers this solicitation on behalf of the participating districts listed above. Individual participating districts issue task orders and are solely responsible for payment.
