The Board of Commissioners (BOC) of Lady of the Sea General Hospital (LOSGH) met in special session at 12:30 p.m., on Sunday, March 22, 2026, at LOSGH, located at 200 West 134th Place, Cut Off, LA.
CALL TO ORDER: BOC Chairperson, Mr. P. Louviere, called the meeting to order at 12:30 p.m.
INVOCATION: The opening prayer was led by Ms. R. LeBlanc.
PLEDGE OF ALLEGIANCE: The Pledge of Allegiance was led by Mr. K. Plaisance.
ROLL CALL: The Recording Secretary, Ms. K. Hebert, called roll.
BOARD MEMBERS PRESENT: Peter Louviere-BOC Chairperson, Ruby LeBlanc-BOC Vice Chairperson, Mickey Navarre-BOC Member, Kip Plaisance-BOC Member.
BOARD MEMBERS ABSENT: Charles Mike Callais-BOC Secretary/Treasurer
STAFF/COMMUNITY MEMBERS PRESENT: Denise Allemand-Attorney, Bret Badeaux-Chief Financial Officer, Paul Curole-VP of Facilities, Lloyd Guidry-Chief Executive Officer, Kristina Hebert-Executive Assistant, Tad Lafont-Chief Operations Officer

NEW BUSINESS:
A. CMAR Contractor Approval for Lady of the Sea Larose Clinic & Pharmacy
Mr. L. Guidry reported that LOS was given approval from Lafourche Parish to utilize the Construction Management at Risk (CMAR) project delivery method and issued a Request for Qualifications (RFQ) deadline effective Friday, February 27, 2026. He noted that a total of five submissions were received. As required by LA. R.S. 38:2225.2.4, the LA Public Bid
Law, a five-person Selection Review Committee (SRC) was formed to review and score the submissions. The SRC consisted of Mr. L. Guidry, LOS’ CEO, Mr. T. Lafont, LOS’ COO, Mr. P. Curole, LOS’ VP of Facilities, Mr. D. Mizzell, President of Stuart & Co., Contractor Baton Rouge, LA, and Mr. E. A. Angelloz, E.A. Angelloz, AIA Architect, a Professional Corp., Thibodaux, LA. The three highest scoring Firms were interviewed by the SRC for scoring and ranking. He reported that LOS recommends Woodward Design+Build as the CMAR for the construction of Lady of the Sea Larose Clinic and Pharmacy. The Board held a discussion regarding pros vs cons of the three highest scoring Firms. After discussions, the Board agreed with the SRC’s selection of Woodward Design+Build.
Upon a motion offered by Mr. K. Plaisance and seconded by Mr. M. Navarre, Woodward Design+Build, was accepted as the CMAR for the construction of Lady of the Sea Larose Clinic and Pharmacy.
Voting on the motion was as follows:
AYES – Mr. P. Louviere, Ms. R. LeBlanc, Mr. M. Navarre, Mr. K. Plaisance
NAYS – None
ABSENT – Mr. C. M. Callais
Motion carried.
EXECUTIVE SESSION: Mr. P. Louviere reported that Executive Session was not required at this time.
ADJOURNMENT: Upon a motion offered by Mr. K. Plaisance and seconded by Mr. M. Navarre, the Board agreed to adjourn.
