Planning and Preliminary Engineering Services
Downtown, Neighborhood, and Connectivity Assessment
1. Introduction
The Village of Amanda, Ohio, is soliciting Statements of Qualifications (SOQs) from qualified consulting firms to provide planning and preliminary engineering services related to pedestrian and vehicular connectivity and infrastructure conditions within the community.
This project is being undertaken as part of the U.S. Department of Transportation (USDOT) Rural and Tribal Assistance (RTA) Pilot Program, which provides technical assistance to rural communities to advance project planning, capacity building, and early-stage project developement.
2. Project Overview
The purpose of this project is to assess connectivity, mobility, and infrastructure conditions between downtown, key community destinations, and surrounding residential neighborhoods.
Consistent with the goals of the USDOT RTA Pilot Program, this effort will focus on:
• Improving transportation access and safety in a rural community
• Advancing project readiness through planning and preliminary design
• Evaluating feasibility, costs, benefits, and long-term sustainability of potential improvements
Deliverables are expected to be suitable for use by USDOT and the Village in support of the RTA Pilot Program objectives.
3. Anticipated Scope of Services
Services may include, but are not limited to:
• Feasibility studies and project planning
• Assessment of pedestrian, bicycle, and vehicular connectivity
• Infrastructure condition assessments
• Revenue forecasting and funding and financing options analyses
• Preliminary engineering and conceptual design
• Environmental review and permitting considerations
• Economic assessments and cost-benefit analyses
• Public benefits studies
• Statutory and regulatory framework analyses
• Value-for-Money (VFM) studies
• Evaluation of long-term operations and maintenance costs
• Assessment of opportunities for private financing and project bundling
Final scope, budget, and schedule will be negotiated with the selected firm(s) in coordination with USDOT RTA program requirements.
4. Statement of Qualifications Requirements
SOQs should be brief and limited to the following:
1. Firm Overview
? Firm name, office location, and key contact
? Overview of relevant services and experience
2. Relevant Project Experience
? Examples of similar planning, connectivity, or preliminary engineering projects
? Experience supporting federally funded technical assistance or planning programs is desirable
3. Experience with the Village of Amanda
? Description of any prior or current work performed for the Village of Amanda
? If no prior experience exists, firms shall indicate as such
4. Project Team
? Key personnel and their relevant qualifications
5. References
? At least three (3) professional references
5. Evaluation Criteria
SOQs will be evaluated based on:
• Experience with similar planning and preliminary engineering projects
• Qualifications of key personnel
• Prior experience working with the Village of Amanda
• Experience working with rural communities and/or USDOT-funded technical assistance programs
6. Submission Instructions
