NOTICE OF AVAILABILITY DRAFT ENVIRONMENTAL ASSESSMENT FOR RECAPITALIZATION OF WATERFRONT INFRASTRUCTURE AT U.S. COAST GUARD SECTOR JACKSONVILLE ANNEX, FLORIDA
This notice announces the availability, and the opportunity for public review and comment of a Draft Environmental Assessment (EA) which examines the potential impacts for the proposed recapitalization of waterfront infrastructure at USCG Sector Jacksonville Annex in Atlantic Beach, Florida. The U.S. Coast Guard (USCG) has prepared a Draft Environmental Assessment (EA) for proposed recapitalization of waterfront infrastructure at USCG Sector Jacksonville Annex in Atlantic Beach, Florida. The proposed recapitalization of shoreside and landside facilities is necessary to accommodate existing USCG cutters including a Waterways Commerce Cutter. These improvements would repair storm-damaged infrastructure, modernize aging facilities, correct existing deficiencies, and ensure the Annex can safely and efficiently support current and future USCG missions.
The Draft EA has been prepared pursuant to the requirements of the National Environmental Policy Act of 1969; (Title 42 of the U.S. Code § 4321 et seq.), Council of Environmental Quality (CEQ) guidance, Department of Homeland Security NEPA implementing policy (Directive 023-01, Rev 01, Implementation of the National Environmental Policy Act, together with Instruction 023-01-001-01, Rev 01, Instruction Manual on Implementation of the National Environmental Policy Act), USCG's Environmental Planning Policy (Commandant Instruction 5090.1 [series]), and the U.S. Coast Guard Environmental Planning Implementing Procedures (USCG 2025).
The analysis in the Draft EA provides evidence for determining whether a Finding of No Significant Impact is appropriate or whether an Environmental Impact Statement is necessary. The Draft EA presents the purpose and need for the action, the proposed action and alternatives, a description of the affected environment, and an analysis of environmental consequences.
