NOTICE TO BIDDERS - RFP & Reverse Auction Solicitation   Purchase of Two (2) New Excavators - one 14 metric ton class and one 15 metric ton class. Proposals are due at 2:00 pm CT on May 21, 2026.   The City of Opelousas, Louisiana in conjunction with the LACPC Joint Municipal Commission will accept electronic proposals and bids for the purchase of two (2) new Excavators, one (1) 14 metric ton class and one (1) 15 metric ton class, each with conventional swing. Brand Name or Equal – Non Restrictive Specification   Any reference to the Kobelco SK130LC 11 excavator or other Kobelco makes / models within the specifications are intended solely to establish a minimum level of quality, performance, capacity, and functionality required. Any new excavator of equivalent or superior design, performance, and condition from a recognized manufacturer will be considered. The City of Opelousas will make all determinations of equivalent specs and design.   This Proposal is being conducted as a two-phase process: Phase 1 - Vendors will submit technical specifications for the makes and models as requested with all other required documents and forms including initial pricing. The city will review and shortlist compliant approved responses to participate in a Reverse Auction.   Phase 2 - On-line Dynamic Pricing Event (Reverse Auction) TBD within 3 weeks of the proposal due date. Bidders will see a ranking based upon their initial pricing and will have the opportunity to adjust your price downward in order to achieve a better ranking. The pricing event is being conducted according to La. R.S. 38:2271 and the policy applicable to the pricing event posted as an exhibit.   All bidders must register at https://lamats.easibuy.com to access the specifications and RFP documents. All proposal submissions and bidding will be by electronic means only at https://lamats.easibuy.com.   The City of Opelousas reserves the right to cancel this solicitation in accordance with La. R.S. 38:2271 at any time until a purchase is made.
