The City Council meeting was called to order at 6:00 p.m. with Mayor Tom Brown presiding.
Present at Roll Call: Lisa Hollis, Steve Burich, Dustin Dalton, Chuck Rigby, Lane Shaver
Absent: None
Other City Officials Present: City Administrator Kristen Renslow, City Clerk Ashley Hansen Police Chief Rick Tasler, Assistant Fire Chief Adam Ostert, and Public Works Laborer Nicki Grow
Motion by Councilperson Shaver, second by Councilperson Rigby to approve the agenda for May 4, 2026.
Ayes: Hollis, Burich, Dalton, Rigby, Shaver Motion Carried
Councilperson Dalton declared conflict of interest on agenda item 5.) a. 6. No other members of the Council wished to declare conflict of interest. Mayor Brown declared no conflict of interest.

Motion by Councilperson Rigby, second by Councilperson Hollis to approve Johnny Simmer's request for permission to allow up to 6 chickens on their property in Madrid city limits (110 N Main Street).

Motion by Councilperson Rigby, second by Councilperson Dalton to approve Resolution No. 93-25-26, Resolution Establishing a Public Purpose for Transfer of Real Property to Heart of Iowa Habitat for Humanity .

Truen Louk, EMS Captain presented an informational on the handheld capnography and stokes basket.
Motion by Councilperson Rigby, second by Councilperson Shaver to approve purchase of one (1) handheld capnography device in the amount of $1,260.
