Notice & Invitation to Bid
New Richardson Park Pumping Station - Phase 2
Sealed bids are invited for the construction of improvements to a new sewage pumping station. The work
includes but is not limited to: construction and furbishing of a new wastewater pumping station superstructure
including masonry work, light gauge roof framing, and metal roof installation, furnishing and installing process,
HVAC, electrical, plumbing, instrumentation, and mechanical items, installing a new 30-inch force main and
pumping equipment, 42-inch gravity influent sewer along with manholes, and related sitework and all other work
required by the contract documents.
The work is located 300 feet north of the existing Richardson Park Pumping Station bordered by Brookside
Drive and the Little Mill Creek. The address is 100 Brookside Drive, Wilmington, DE 19804.
Sealed bids addressed to the New Castle County Purchasing Division will be received by the Purchasing
Division, New Castle County Government Center, 87 Reads Way, New Castle, DE, 19720,telephone (302) 395-
5250 until 2:00 p.m. Tuesday, June 23, 2026 when they will be opened and read publicly.
Bid envelopes shall carry a clear notation "NEW RICHARDSON PARK PUMPING STATION, PHASE 2"
CONTRACT 2021-17, Bid #25-2531. Plans and specifications may be obtained at the William J. Conner
Building, 187-A Old Churchmans Road, New Castle, DE, 19720, on and after May 21, 2026 upon payment of

Bids shall be accompanied by a bidder's bond, certified or cashiers' check in an amount equal to 10% of the bid
price, payable to New Castle County and conditioned to be forfeited to said County for failure to enter into a
contract, if awarded. The bid bond shall be an original document containing original signatures, and original
seals shall be attached if the corporate surety and/or bidder have corporate seals.
Awards, if any, will be made to the lowest responsible bidder. The County reserves the right to reject all bids and
to waive minor irregularities. Bidders are required to submit all Proposal pages, including the CRC form, Alcohol
& Drug Affidavit and SBE Program forms with their bid. The Proposal must be signed and sealed. A bid bond
must be included with the Proposal. The CRC form may be submitted in advance. Any deviation from these
instructions may result in rejection of your bid. The successful Bidder will be required to give bond of a surety
company, acceptable to the County, and licensed to do business in the State of Delaware, in the amount of the
contract price.
DELAWARE CLEAN WATER STATE REVOLVING LOAN FUNS (CWSRF)
This project is funded by the Delaware Clean Water State Revolving Loan Fund (CWSRF). Contractors and
subcontractors must comply with the related CWSRF Program requirements, which include, but are not limited
to Buy America, Build America, American Iron & Steel, Disadvantaged Business Enterprise, a mandatory
alcohol and drug testing program and payment of the higher of the State of Delaware Department of Labor
Prevailing Wage rates or the Federal Davis-Bacon Wage rates.
CONTRACTORS RESPONSIBILITY CERTIFICATION
Contractors proposing to submit a bid to New Castle County for a Special Services Contract expected to exceed
$500,000 are required to complete and submit a Contractor Responsibility Certification form. This form should
be submitted as soon as possible but in all cases must be received no later than the advertised deadline for bid
submittals. Failure to submit the form by that time shall result in the County's inability to consider your bid for
award. Please be advised that failure to thoroughly and accurately complete the form may also result in the
County's inability to consider your bid for award. The form is available at

QUALIFICATION
New Castle County will only accept bids from contractors currently qualified with the County in either category
E(h), Regional Pump Stations or B(j) Regional Pump Stations. Information and required forms for

MANDATORY ATTENDANCE PREBID MEETING
There will be an attendance mandatory prebid meeting at 10:00 a.m. on May 29, 2026 in the William J. Conner

SMALL BUSINESS ENTERPRISE PROGRAM
This contract will be awarded pursuant to New Castle County's Small Business Enterprise ("SBE") Program. All
bidders must comply with the SBE Program by either (i) satisfying the Project Goal through utilization of an SBE
to perform work under the contract; or (ii) demonstrating their good faith effort to obtain SBE participation in the
contract. SBE Program forms are available on New Castle County's website and are included in the
specification. These forms must be included with your bid. Further information regarding the SBE program,
including guidance for compliance with the Project Goal, can be found by contacting the Program Coordinator,

is 2.5%.
PREVAILING WAGES
The payment and reporting of prevailing wages as determined by the State of Delaware, Department of Labor or
the Federal Davis-Bacon wage rates to all mechanics and laborers working on the project is required. The rate
schedules applicable to this project are included in the specification.
ALCOHOL & DRUG TESTING
New Castle County Code, Section 2.05.305 requires contractors and subcontractors who work pursuant to a
Public Works contract to implement a mandatory alcohol and drug testing program for their employees. Included
in the specifications for this project is an affidavit for certifying compliance with the Code requirements. This
affidavit must be executed and submitted with the bid. Failure to submit the affidavit by that time shall result in
the County's inability to consider your bid for award. Forms submitted by facsimile will not be accepted. Copies
of lowest bidder's program and all subcontractor's programs must be received by New Castle County prior to
award of the contract.
CONTRACTOR REGISTRATION
On July 01, 2021, the Contractor Registration Act, as codified in 19 Del.C.§§ 3601 et seq, took effect. This law
requires all contractors to register with the Delaware Department of Labor before performing construction
services or maintenance. The Contractor Registration Act applies to all contractors that engage in construction
and maintenance within the State of Delaware. Additionally, it requires contractors to have Delaware workers'
compensation insurance where required, compliance with labor laws and proof of a state business license. The
Delaware Department of Labor's Office of Contractor Registration is responsible for enforcement of the
