MINUTES OF THE WEDNESDAY, APRIL 1, 2026 REGULAR BOARD MEETING OF THE TERREBONNE PARISH RECREATION DISTRICT NO. 4 A regular meeting of the Board of Commissioners of Terrebonne Parish Recreation District No. 4 was held on Wednesday, April 1, 2026 at Grand Caillou Fire Department Station 2 located at 4717 Grand Caillou Road Houma, LA 70363. Board Chairman, C. Kirby Verret, called the meeting to order at 6:00 P.M. C. Kirby Verret led the invocation. Pamela Carlos led the Pledge of Allegiance. Upon roll call, Board Members recorded as present were C. Kirby Verret, Pamela Carlos, and Janie Voisin. A quorum was declared present. Board Members recorded as absent were Coy Verdin and Lawrence Gautier. No construction update was heard. Three calls were announced for anyone from the public wishing to address the Board. Hearing no one; Pamela Carlos moved, seconded by Janie Voisin, that the Board close the public comment period. Motion unanimously passed. Janie Voisin moved, seconded by Pamela Carlos, that the Board approve the minutes of the March 4, 2026 Regular Board Meeting as presented. Motion unanimously passed. Pamela Carlos moved, seconded by Janie Voisin, that the Board approve the Financial Reports for February 2026 and March 2026. Motion unanimously passed. Janie Voisin moved, seconded by Pamela Carlos, that the Board adopt Terrebonne Parish Recreation District No. 4 Policy and Procedure Manual Addendum 11.12 Vendor List Additions as presented. Motion was unanimously passed and made a part of these minutes hereto. Janie Voisin moved, seconded by Pamela Carlos, that the Board adopt Terrebonne Parish Recreation District No. 4 Policy and Procedure Manual Addendum 11.13 Documentation Required to be Maintained for All Bids and Price Quotes as presented. Motion was unanimously passed and made a part of these minutes hereto. Janie Voisin moved, seconded by Pamela Carlos, that the Board adopt Terrebonne Parish Recreation District No. 4 Policy and Procedure Manual Addendum 11.14 I. Contracting Approval Process as presented. Motion was unanimously passed and made a part of these minutes hereto. Janie Voisin moved, seconded by Pamela Carlos, that the Board adopt Terrebonne Parish Recreation District No. 4 Policy and Procedure Manual Addendum 20. Receipts/Collections as presented. Motion was unanimously passed and made a part of these minutes hereto. Janie Voisin moved, seconded by Pamela Carlos, that the Board approve the First Amendment of Professional Services Agreement between The Sulzer Group and Terrebonne Parish Recreation District No. 4 as presented.
