NOTICE TO BIDDERS
NOTICE is hereby given that Sealed Bids will be received by the Borough Clerk of the Borough of Ramsey in the County of Bergen, State of New Jersey, on or before June 4, 2026 at 10:00 A.M. prevailing local time, in the Council Chambers of the Municipal Building of the Borough of Ramsey, 33 North Central Avenue, Ramsey, New Jersey, as the lead agency of the Northwest Bergen Cooperative Pricing Program for the project known as:
2026 Ho-Ho-Kus, Ramsey, Saddle River, and Waldwick
Roadway Resurfacing Project
Copies of the plans and specifications and other contract documents are on file and opened to public inspection at said Municipal Building and sets of such documents may be obtained from Joseph F. Vince, Borough Engineer, Schwanewede Hals & Vince, 111 Littleton Road, Suite 200, Parsippany, New Jersey, (Phone: 201-337-0053) between 8:30 AM and 4:00 P.M. Monday through Friday and upon payment of $125.00, no part of which shall be refunded.
The successful bidder shall be required to comply with all provisions of the New Jersey prevailing local wage rates as determined by the New Jersey Department of Labor and Industry.
Bidders must enclose with their bid a certified check, cashier's check, or bid bond, made payable to the order of the Borough of Ramsey, New Jersey, in an amount not less than ten (10%) percent of the amount of the bid, $20,000 maximum, binding the bidder to execute a formal contract in form approved by the Borough within ten (10) days after notification of the acceptance of the bid. Upon the failure of the successful bidder to execute the necessary contract, the deposit made shall be held by the Borough and applied on account of the Borough's claim for damages.
The successful bidder will be required to furnish bonds as follows:
Performance Bond in a sum equal to one hundred (100%) percent of the full amount of contract, andLabor and Material Bond in a sum equal to one hundred (100%) percent of the full amount of contract.
Such Performance Bond and Labor and Material Bond must be furnished by the successful bidder simultaneously with the delivery of the executed contract by such bidder. Further, the successful bidder must furnish to the Borough of Ramsey Certificates of Insurance as required by the Contract Documents and an AIA form G703 complete in sufficient detail for this project.
Bidders must not submit bids without qualifying conditions or provisions.
The Borough of Ramsey, in accordance with Title VI Civil Rights Act of 1964, 78 Statute 252 U.S.C. and 49 C.F.R., Part 21, issued pursuant to such Act, will afford minority business enterprises full opportunity to submit in response to this invitation and will not discriminate against any bidder on the grounds of race, color, or natural origin in the contract award.
Bidders are required to comply with the requirements of NJSA 10:5-31 et. seq. and NJAC 17:27 and the Affirmative Action Regulations.
Bidders are required to comply with the "Public Works Contractor Registration Act" and provide evidence of registration having been made prior to the date of bid opening.
The Borough reserves the right to waive any defects or informalities in any bid or to accept the bid which, in its judgement, best serves the interests of the Borough.
