TOWN OF GOLDEN MEADOW REGULAR MEETING MINUTES-ABRIDGED (for unabridged minutes, please visit https://townofgoldenmeadow-la.gov/)   Mayor Joey Bouziga called the public meeting to order on Monday, May 4, 2026, at 7:00 PM at the Golden Meadow Town Hall, 107 Jervis Drive, Golden Meadow, LA 70357. Council Members Present: Jody Cheramie, Connie Demere, and Nancy Fillinich. Council Members Absent: Mike Billiot and Kip Plaisance. Others Attending: Tracee Cloutier, Jeray Jarreau, Michelle Lafont, John Plaisance, and Rachel Robichaux. The Pledge of Allegiance was led by Donald Callais and the opening prayer was offered by Gerald Louviere. A motion to approve the town’s regular meeting minutes from 4/20/2026 was made by Council Member Fillinich and seconded by Council Member Demere. Roll Call Vote: YEAS: Cheramie, Fillinich, Demere; NAYS: NONE; ABSTAINED: NONE; ABSENT: Billiot, Plaisance. Mayor’s Report: SCPDC Condemnation Proceedings: • BC 1095 (120 Legion Lane-Gary Gaudet, Victoria Matherne, and Jaclyn McCartney): Condemnation hearing is today. SCPDC Certified Building Official Charles Bertrand reported no progress since the initial inspection and recommends condemning BC 1095. Town Attorney Jeray Jarreau advised that Jaclyn McCartney was included on the initial condemnation hearing notice because she purchased this adjudicated property through auction, but it was then redeemed by Ms. Matherne. Town Attorney Jarreau informed Ms. McCartney, who is present, that an act of correction to remove her from the notice of condemnation hearing will be filed. A motion to issue a 30-day condemnation order with a 6/1/2026 deadline was made by Council Member Cheramie and seconded by Council Member Demere. Roll Call Vote: YEAS: Cheramie, Fillinich, Demere; NAYS: NONE; ABSTAINED: NONE; ABSENT: Billiot, Plaisance. • BC 1096 (Unnumbered Parcel on Malgum Lane-Grady Gaubert as Agent for Service of Process for Gaubert Oil Company): Condemnation hearing is today. SCPDC CBO Bertrand reported no progress since the initial inspection and recommends condemning BC 1096. A motion to issue a 30-day condemnation order with a 6/1/2026 deadline was made by Council Member Cheramie and seconded by Council Member Fillinich. Roll Call Vote: YEAS: Cheramie, Fillinich, Demere; NAYS: NONE; ABSTAINED: NONE; ABSENT: Billiot, Plaisance. • BC 1097 (135 Dursette Street-Marc and Buffylynn Charpentier): Condemnation hearing is today. SCPDC CBO Bertrand reported no progress since the initial inspection and recommends condemning BC 1097. A motion to issue a 30-day condemnation order with a 6/1/2026 deadline was made by Council Member Cheramie and seconded by Council Member Fillinich. Roll Call Vote: YEAS: Cheramie, Fillinich, Demere; NAYS: NONE; ABSTAINED: NONE; ABSENT: Billiot, Plaisance. • BC 1098 (117 Alcide Street-Shed-Marc and Buffylynn Charpentier): Condemnation hearing is today. SCPDC CBO Bertrand reported no progress since the initial inspection and recommends condemning BC 1098. A motion to issue a 30-day condemnation order with a 6/1/2026 deadline was made by Council Member Cheramie and seconded by Council Member Fillinich. Roll Call Vote: YEAS: Cheramie, Fillinich, Demere; NAYS: NONE; ABSTAINED: NONE; ABSENT: Billiot, Plaisance. A motion to add American Legion Post #259 to the agenda was made by Council Member Cheramie and seconded by Council Member Fillinich. Roll Call Vote: YEAS: Cheramie, Fillinich, Demere; NAYS: NONE; ABSTAINED: NONE; ABSENT: Billiot, Plaisance. Willis Toups from American Legion Post #259 thanked the Town Council and employees for having the American Legion monument repaired and moved to the park. Building Permits: A motion to send Harvey Gulf’s request to re-divide their property on Alex Plaisance Blvd to the Planning and Zoning Commission for review was made by Council Member Cheramie and seconded by Council Member Fillinich. Roll Call Vote: YEAS: Cheramie, Fillinich, Demere; NAYS: NONE; ABSTAINED: NONE; ABSENT: Billiot, Plaisance. Project Status Report: • Sewer Phase VII LCDBG (Terrebonne & Delgrandile): Project complete; awaiting final reimbursement. A motion to approve Amendment #2 to Owner-Engineer Agreement to update terms and conditions, was made by Council Member Fillinich and seconded by Council Member Demere. Roll Call Vote: YEAS: Cheramie, Fillinich, Demere; NAYS: NONE; ABSTAINED: NONE; ABSENT: Billiot, Plaisance. Attorney’s Report: • BC 1027 (2635 N. Bayou Dr.-Cheramie Apartments, Inc.): Demolition and cleanup was completed by BM Construction for $32,500.00. Regarding the notice to be heard today: no one is here to represent BC 1027. Town Attorney Jarreau advised that the total lien amount is $33,445.00. A motion to have Mayor Bouziga sign the affidavit for Statement of Claim for BC 1027 was made by Council Member Cheramie and seconded by Council Member Fillinich. Roll Call Vote: YEAS: Cheramie, Fillinich, Demere; NAYS: NONE; ABSTAINED: NONE; ABSENT: Billiot, Plaisance. A motion to remove BC 1027 from the agenda was made by Council Member Fillinich and seconded by Council Member Demere. Roll Call Vote: YEAS: Cheramie, Fillinich, Demere; NAYS: NONE; ABSTAINED: NONE; ABSENT: Billiot, Plaisance. New Business: A motion to add LCDBG Procurement Compliance Addendum to the agenda was made by Council Member Cheramie and seconded by Council Member Demere. Roll Call Vote: YEAS: Cheramie, Fillinich, Demere; NAYS: NONE; ABSTAINED: NONE; ABSENT: Billiot, Plaisance. A motion approving Mayor Bouziga to sign the LCDBG Procurement Compliance Addendum was made by Council Member Cheramie and seconded by Council Member Fillinich. Roll Call Vote: YEAS: Cheramie, Fillinich, Demere; NAYS: NONE; ABSTAINED: NONE; ABSENT: Billiot, Plaisance. A motion to add Gerald Louviere regarding Golden Meadow Library updates to the agenda was made by Council Member Cheramie and seconded by Council Member Fillinich. Roll Call Vote: YEAS: Cheramie, Fillinich, Demere; NAYS: NONE; ABSTAINED: NONE; ABSENT: Billiot, Plaisance. Mr. Louviere inquired about Golden Meadow Library updates. Mayor Bouziga advised that the library director Laura Sanders will be at the next meeting to give an update. A motion to add the 5/18/2026 town meeting to the agenda was made by Council Member Cheramie and seconded by Council Member Demere. Roll Call Vote: YEAS: Cheramie, Fillinich, Demere; NAYS: NONE; ABSTAINED: NONE; ABSENT: Billiot, Plaisance. A motion to change the 5/18/2026 town meeting to 5/26/2026 was made by Council Member Demere and seconded by Council Member Fillinich. Roll Call Vote: YEAS: Cheramie, Fillinich, Demere; NAYS: NONE; ABSTAINED: NONE; ABSENT: Billiot, Plaisance. A motion to go into Executive Session for BC 1080 at 7:29 PM was made by Council Member Fillinich and seconded by Council Member Demere. Roll Call Vote: YEAS: Cheramie, Fillinich, Demere; NAYS: NONE; ABSTAINED: NONE; ABSENT: Billiot, Plaisance. A motion to return from Executive Session for BC 1080 at 7:32 PM was made by Council Member Cheramie and seconded by Council Member Fillinich. Roll Call Vote: YEAS: Cheramie, Fillinich, Demere; NAYS: NONE; ABSTAINED: NONE; ABSENT: Billiot, Plaisance. With no further business, a motion to adjourn was made by Council Member Cheramie and seconded by Council Member Fillinich at 7:33 PM.
