Notice of Intent The City of South Bend is submitting a Notice of Intent to the Indiana Department of Environmental Management of our intent to comply with the requirements of 327 IAC 15-5 to discharge storm water from construction activities associated with the Lathrop Street Water Main Loop Between N. Bendix Dr. & Portage Ave. project located in Sections 27 & 34, Township 38 N, Range 2E, German & Portage Townships, St. Joseph County. Runoff from the project site will discharge to existing storm sewer systems and overland which is in the Brandywine Creek – Saint Joseph River Watershed.
