PUBLIC NOTICE
The Flood Control District of Maricopa County, Arizona (District) extends an invitation to interested and qualified firms or individuals to submit formal sealed qualifications electronically through an outside agent, www.bidnetdirect.com, to provide services for the Durango/Avondale West Area Drainage Master Study/Plan Update for contract FCD 2026C003. The estimated contract value is $1,500,000.00. The contract period is expected to be 730 calendar days from the Notice to Proceed, with possible extensions to Final Completion.
PROJECT DESCRIPTION: Professional services required to commence the On-Call Durango-Avondale West Area Drainage Master Study/Plan Update (Durango-Avondale West ADMS/P U). The study area covers approximately 62 square miles, located within the Cities of Phoenix, Avondale, and Goodyear, and unincorporated Maricopa County. The requested amount will enable the consultant team to complete Data Collection Efforts, Base Modeling, Detailed Modeling (including calibration and validation), and a Preliminary Hazard Assessment Report. This will be a Request for Qualifications (RFQ) advertisement in BidNet.
SOQ’s shall be in the prescribed format and submitted electronically through www.bidnetdirect.com no later than 2:00 p.m. on June 9, 2026

When submitting a response (proposal, quote, or bid) electronically through the e-procurement platform, the vendor is solely responsible for ensuring that the response, including all necessary attachments, is received prior to the indicated closing date and time, Mountain Standard Time.
Be aware that submitting a password in the e-procurement platform acts as an electronic signature, which is just as legal and binding as an original signature (see Electronic Signatures in Global and National Commerce Act for more information).
Vendors must be registered in the e-procurement platform, BidNet Direct, in order to participate in the bidding process for this solicitation.

Registered users will be able to search for bids, access bid information and documents, receive notifications about bids, and submit bids via the e-procurement platform (https://www.bidnetdirect.com) for all open Maricopa County bids.
Select the Vendor Registration link to begin the process and complete all the mandatory fields. There is no cost to register to the Arizona Purchasing Group.
