Invitation to Bid (RFP): Storm Restoration and Emergency Services - DEMCO is soliciting proposals from qualified vendors to provide storm restoration and emergency support services for utility operations. Services may include storm logistics, base camp operations, lodging, turnkey catering, transportation, material supply (including ice), and disaster management support.
Services may include but are not limited to: Full service (turnkey) or partial services.

Contract Structure
This solicitation will establish a pool of pre-qualified vendors to be utilized on an as-needed, non-exclusive basis during storm and emergency events. The anticipated contract term will be multi-year (e.g., 2026–2029) with the option for renewal at DEMCO’s discretion. This solicitation will result in multiple awards for logistics and support services.
Proposers shall submit the following:
Detailed service offerings (Turnkey vs. individual services)
Pricing structure (daily, per person, unit-based, or lump sum as applicable)
Mobilization timelines and response capabilities
Staffing plan and surge capacity
Experience with storm response, utilities, or disaster recovery
Insurance documentation
Completed W-9
This solicitation and any resulting contracts are intended to comply with all applicable federal, state, and local requirements, including but not limited to 2 CFR 200, FEMA Public Assistance Program requirements and all applicable Louisiana laws and licensing requirements. All contracts will include required federal provisions under 2 CFR 200 Appendix II. Award of a contract does not guarantee work. Work will be assigned based on operational needs, availability, and performance.

Vendors must comply with all applicable safety, labor, and employment laws.
DEMCO reserves the right to accept, reject, or negotiate any requested rate adjustments and to make multiple awards.
