CONFLUENCE BOROUGH MUNICIPAL AUTHORITY
SOMERSET COUNTY, PENNSYLVANIA
BEGGS AND ODEN WATERLINE REPLACEMENT
Sealed Bids for the construction of Confluence Borough Municipal Authority's proposed Beggs and Oden Waterline Replacement project will be received at the Authority office at 711 Logan Place, PO Box 6, Confluence, PA 15424, until 2:00pm on Wednesday, June 17th, 2026, at which time the Bids received will be publicly opened and read. The Project includes the replacement of ~1200 LF of 6" PVC water main, ~110 LF of 2" PVC water main, a State Road bore, ~17 service line reconnections, fire hydrant, blowoff hydrants, valves, and 3 tie-ins to the Authority's existing water distribution system along with miscellaneous appurtenances and related restoration.
The Issuing Office for the Bidding Documents is Keller Engineers, Inc., 420 Allegheny Street, Hollidaysburg, PA 16648. Prospective Bidders may examine the Bidding Documents at the Issuing Office or the office of the Authority described above on Mondays - Fridays between the hours of 9:00am and 4:00pm but must obtain copies of the Bidding Documents from the Issuing Office as described below.
Digital copies are available by contacting the Issuing Office. Printed copies of the Bidding Documents may be obtained from the Issuing Office, during the hours indicated above, upon payment of a deposit of $200. Bidders who return full sets of the Bidding Documents in good condition (suitable for re-use) within 10 days after receipt of Bids will receive a full refund. Checks for Bidding Documents shall be payable to "Keller Engineers, Inc.". Upon request and receipt of the document deposit indicated above plus a non-refundable shipping charge, the Issuing Office will transmit the Bidding Documents via delivery service. The shipping charge amount will depend on the shipping method selected by the prospective Bidder. The date that the Bidding Documents are transmitted by the Issuing Office will be considered the Bidder's date of receipt of the Bidding Documents. Partial sets of Bidding Documents will not be available from the Issuing Office. Neither Owner nor Engineer will be responsible for full or partial sets of Bidding Documents, including Addenda if any, obtained from sources other than the Issuing Office.
A pre-bid conference will be held at the Authority's office on Wednesday June 10th, 2026 at 10:00am. Attendance at the pre-bid conference is highly encouraged but is not mandatory.
Bid security shall be furnished in accordance with the Information for Bidders. This project will be funded partially by the Confluence Borough Municipal Authority and partially by grants through the Commonwealth Financing Authority (CFA). Pennsylvania State Wage Rates will apply to all work. The Confluence Borough Municipal Authority reserves the right to reject any and all bids and to waive any and all informalities.
