NOTICE TO BIDDERS
1. Notice is hereby given that the governing board (“Board”) of the Desert Sands Unified School District (“District”) will receive, by electronic submission, Multiple Prime bids for the following project,
890/30F SHADE SHELTERS GROUP 3
2. The scope of work consists of: The Project consists of installing metal and fabric shade shelters at multiple schools. The structure will be owner furnished and contractor installed. Material for each shelter will need to be loaded from the district office and respectively delivered to each site. Footings and reinforced steel must be installed as shown on the drawing. Metal structures must be installed per drawings. Irrigation re-routing will be necessary in areas where turf is present and lines are obstructing footing locations.
3. To bid on this Project, the Bidder is required to possess one or more of the following State of California contractors’ license(s): B-License
The Bidder's license(s) must remain active and in good standing throughout the term of the Contract.
4. To bid on this Project, the Bidder is required to be registered as a public works contractor with the Department of Industrial Relations. The Bidder’s registration must remain active throughout the term of the Contract
5. Contract Documents will be available after May 18, 2026 for review. Bid documents are available through A&I Reprographics by registering a free account at https://www.dsusdplanroom.com/projects/public or by calling (909) 390-4839 or by email: bid@aandirepro.com. There will be NO CHARGE to obtain the bid documents electronically. Any changes via addenda will be available through the plan room.
6. The District will ONLY receive Sealed Bids in person.Bids will be received until 2:00 p.m., on June 09, 2026,in a sealed envelope only at the District Education Center located at the following address:

Enter the double doors next to the flag poles and drop off your bid with Facilities Services staff in the main lobby.
After which time, the bids will be opened and read aloud at the District Education Center.
The apparent bid results will be publicly posted on the District website the day following the bid opening. The apparent bid results will be posted at: https://www.dsusd.us/departments/business_services/facilities_services
A courtesy copy of the apparent bid results may also be sent to the bidders via email.
Any bid that is submitted after this time shall be nonresponsive and returned to the bidder. Any claim by a bidder of error in its bid must be made in compliance with section 5100 et seq. of the Public Contract Code. Prior to publicly posting bids on the District website, the District reserves the right to verify the genuineness of any bid security.
7. All bids shall be on the forms provided by the District. Each bid must conform and be responsive to all pertinent Contract Documents, including, but not limited to, the Instructions to Bidders.
8. A legible photocopy of (i) bid bond by an admitted surety insurer on the form provided by the District (ii) a cashier's check or (iii) a certified check, drawn to the order of the Desert Sands Unified School District, in the amount of ten percent (10%) of the total bid price, shall accompany the Bid Form and Proposal, as a guarantee that the Bidder will, within seven (7) calendar days after the date of the Notice of Award, enter into a contract with the District for the performance of the services as stipulated in the bid.
9. A non-mandatory pre-bid conference and site visit will be held in the order listed on May 27, 2026, at 10:00 a.m. at Desert Ridge Academy, 79767 Ave 39, Indio, CA 92203, Shadow Hills High School, 39-225 Jefferson St, Indio, CA 92203, Richard Oliphant Elementary, 41-633 Gore St, Indio, CA 92203 Herbert Hoover Elementary School, 44200 Monroe St, Indio, CA 92201, Carrillo Ranch Elementary, 43775 Madison St, Indio, CA 92201, Lyndon B. Johnson Elementary, 44640 Clinton St, Indio, CA 92201, Indio Middle School, 81-195 Miles Ave, Indio, CA 92201, Dr. Reynaldo J. Carreon Jr. Academy, 47368 Monroe St, Indio, CA 92201. All participants are required to sign in at the Administration Building.
10. The successful Bidder shall be required to furnish a 100% Performance Bond and a 100% Payment Bond if it is awarded the contract for the Work.
11. The successful Bidder may substitute securities for any monies withheld by the District to ensure performance under the Contract, in accordance with the provisions of section 22300 of the Public Contract Code.
12. The Contractor and all Subcontractors under the Contractor shall pay all workers on all work performed pursuant to this Contract not less than the general prevailing rate of per diem wages and the general prevailing rate for holiday and overtime work as determined by the Director of the Department of Industrial Relations, State of California, for the type of work performed and the locality in which the work is to be performed within the boundaries of the District, pursuant to sections 1770 et seq. of the California Labor Code. Prevailing wage rates are also available on the Internet at: http://www.dir.ca.gov.
13. This Project is subject to labor compliance monitoring and enforcement by the Department of Industrial Relations pursuant to Labor Code section 1771.4 and subject to the requirements of Title 8 of the California Code of Regulations. The Contractor and all Subcontractors under the Contractor shall furnish electronic certified payroll records directly to the Labor Commissioner weekly or within ten (10) days of any request by the District or the Labor Commissioner. The successful Bidder shall comply with all requirements of Division 2, Part 7, Chapter 1, of the Labor Code.
14. Any request for substitutions pursuant to Public Contracts Code Section 3400 must be made on the form set forth in the contract documents and included with the bid.

16. The District shall award the Contract, if it awards it at all, to the lowest responsive responsible bidder based on:
A. The base bid amount only.
17. The Board reserves the right to reject any and all bids and/or waive any irregularity in any bid received. If the District awards the Contract, the security of unsuccessful bidder(s) shall be returned within sixty (60) days from the time the award is made. Unless otherwise required by law, no bidder may withdraw its bid for ninety (90) days after the date of the bid opening.
