LEGAL NOTICE REQUEST FOR DESIGN- BUILD SERVICES INVITATION TO SUBMIT PROPOSALS (RFP) UNION TOWNSHIP EV CHARGERS PROJECT / PID # 122828 (UNION TOWNSHIP) Union Township (the "Township") invites the following “qualified” firms to submit detailed plan and pricing proposals pursuant to Ohio Revised Code (ORC) Section 153.693(B), after evaluating Statements of Qualifications submitted responsive to an RFQ published pursuant to ORC 153.693(A), relative to the Union Township EV Chargers Project (ODOT PID # 122828): 1) Donnellon McCarthy Enterprises (DME) 2) Heartland Charging Services 3) New Flyer Infrastructure (NFI) Solutions Copies of the complete Request for Proposals and all supplemental and/or supporting documentation may be obtained from the Township's website: https://www.utclermont.gov. Five (5) paper copies of each firm’s Proposal, along with a USB Drive containing the same, must be delivered inside a sealed envelope to the Township no later than June 15, 2026 at 3:00 PM. Said proposals shall be addressed to: Union Township c/o Cory Wright, Township Administrator 4350 Aicholtz Road Union Township, OH 45245 The Township intends to be under contract no later than August 1, 2026, with design work to commence within ten (10) days thereafter, with the hope of site work commencing on or before September 1, 2026. An RFP Question & Answer Session will be held on Thursday, May 28, 2026 at 9:00 AM, at the Union Township Civic Center, 4350 Aicholtz Road, Cincinnati, OH 45245. This plan includes a very aggressive design and construction schedule. All project submittals and any subsequent award will be subject to review, confirmation, and authorization for funding from both the Ohio Department of Transportation and Federal Highway Administration, as applicable. The Township reserves the right to reject any, part of any, or all proposals, and to waive any informality, irregularity, or failure to conform to the instructions contained in this Public Announcement or in the published Request for Proposals, subject to review and confirmation of the same by both ODOT and/or FHWA. All applicable requirements under chapter 1 of Title 23, United States Code, and 2 CFR part 200 apply to this project. Regulations for compliance with minimum standards and requirements for EV charging infrastructure are contained in 23 CFR 680. Bids that do not meet the requirements of the published RFP will be rejected, as will bids submitted from firms not meeting qualifications, subject to confirmation and approval by ODOT and/or FHWA.
