Brinshore Development, LLC invites qualified property management agents to submit proposals for the management and operations of The Haven on Hamilton, a multifamily development located at 77 S. Hamilton in Chandler, Arizona. The project includes 250 residential housing units and an Early Childhood Learning Center. There will be no pre-bid meeting for this project. The selected management agent shall be responsible for all day-to-day operations of The Haven on Hamilton. Respondents are expected to confirm their ability to fulfill each service area and describe their specific approach and qualifications.
Leasing & Marketing: Develop and execute an affordable housing marketing plan including income-targeted outreach, waitlist management, affirmative fair marketing, LIHTC/PBV-compliant lease-up, competitive occupancy monitoring, and weekly/monthly leasing reporting.
Maintenance & Facilities Management: Staff and supervise on-site maintenance personnel, operate a 24/7 emergency hotline with defined response time standards, maintain preventive maintenance schedules, manage vendor bidding, and provide monthly work order reporting and annual unit inspections.
Financial Management & Reporting: Establish and manage all property operating accounts, collect rents and pursue delinquencies, process vendor disbursements, deliver monthly owner financial packages (income statement, rent roll, delinquency aging, cash flow), prepare annual budgets, and coordinate with the Owner's CPA and lender.
LIHTC & PBV Compliance: Administer all IRS Section 42 and HUD HAP contract compliance obligations including annual recertifications, income certifications (TIC/HUD-50059), AZFA reporting, unit set-aside monitoring, file audit preparation, and ongoing staff compliance training.
Legal & Fair Housing: Ensure full compliance with the Fair Housing Act, ADA, Arizona Residential Landlord and Tenant Act (A.R.S. Title 33), and all applicable federal, state, and local regulations; manage evictions through Owner-approved counsel; and report material legal or regulatory matters to Owner within 24 hours.
Technology & Systems: Operate an Owner-approved property management software platform with Owner read-only access, resident-facing portal for payments and maintenance requests, and compliance tracking integrations with PHA and AZFA systems.
