TOUGALOO COLLEGE, MS
WASTEWATER LAGOON DECOMMMISSIONING PROJECT, PHASE 1
Sealed Bids for construction of the TOUGALOO COLLEGE, MS, Wastewater Lagoon Decommissioning Project, Phase 1, will be received by the AVP for Facilities & Real Property Management at the office of the Facilities & Real Property Management, Tougaloo College located at 500 West County Line Road, Tougaloo, MS 39174, until 10:00 AM, local time on June 17, 2026, and then at said time and place publicly opened and read aloud.
Bidding Documents may be examined free of charge at Eley-McPherson Engineering, PA, 306 Third Street, Cleveland, MS 38732, or participating plan rooms. Bidding Documents may be purchased. Bidding Documents may be purchased online at www.eleymcphersonplans.com, upon payment of the printing charge established by the plan room, which is non-refundable. Plan holders will be required to have a valid email address and must purchase the Bidding Documents to be eligible to submit a Bid. Bids may be submitted in person, by mail, or electronically. For delivery in person or by mail, the Bids must be enclosed in a sealed envelope, plainly marked on the outside with the following: Bid for the Tougaloo College, MS, Wastewater Lagoon Decommissioning Project, Phase 1, to be opened on June 17, 2026, and addressed to AVP for Facilities & Real Property Management at Tougaloo College, 500 West County Line Rd, Tougaloo, MS 39174. In addition, the envelope shall list the Bidder’s Company Name, address and Mississippi Certificate of Responsibility Number. The Owner and Engineer assume no responsibility for the premature opening of any bid envelope which is not properly marked.
Bidders must be properly licensed by the Mississippi State Board of Contractors for the type of Work required for this project. Bidders must place their current Certificate of Responsibility Number on the outside of the envelope containing the Bid. Bids must comply with the requirements of Chapter 3, Title 31 (Sections 31-3-1, et seq.) of Mississippi Code of 1972, as amended.
Each bid must be accompanied by a certified check or by a Bid Bond in the amount of five percent (5%) of the total amount of the Bid, which shall be in the form and subject to the conditions provided in the Information for Bidders. Each Bid must also be accompanied by proof of the Bidder's registration with the U.S. Government's System for Award Management (SAM) by providing its Unique Entity ID (UEI) number. The successful Bidder will also be required to execute a Performance Bond and a Payment Bond, each in
the amount of 100% of the Contract, issued by a Surety Company licensed to operate in the State of Mississippi.
Attention of bidders is particularly called to the requirements as to conditions of employment to be observed and minimum wage rates to be paid under the contract. Minority and women’s business enterprises are solicited to bid on this contract as prime contractors and are encouraged to make inquiries regarding potential subcontracting opportunities, equipment, materials, or supply needs.
