Woodward City Council Regular Session Monday May 11, 2026 at 7:00 p.m. Mayor Pro Tem Jim Gough calls the meeting to order at 7:01pm. Roll Call; Present: Stone, Kirts, Gough, Bice, Randall. Motion Randall to approve the agenda with the exception of taking out item 13. 2nd Bice. MCU. Motion Stone to approve the minutes of previous meetings April 13, 2026 and April 23, 2026 as presented. 2nd Randall. MCU. Open Forum: No participants Department Reports: Chief Long states that the police department is changing how they publish their calls for the month. There will no longer be Calls for Service published, but a blotter will be published on the website for transparency. There will also be some changes to the policy manual in the near future and Chief Long will keep the council informed of these changes. Chief Karl Harris from the Fire Department reports on calls that were responded to over the past month. He also reports that due to resignations, he is now the Fire Chief, Assistant Chief is Shane Larkin, and the Rescue Captain is Kasey Morgan. Councilmember Jared Stone thanks all the volunteers, Walter's Sanitary, and Pickett Salvage for their help during the spring clean-up. Councilmember Rick Bice thanks Mike Blaser with Blaser Electrical Service for this time, labor, and materials he donated for the freedom rock. Library Board President, Zane McGlade, as well as other library board members present Myrna Griffith with an Exemplary Public Service Certificate and Dedication to Public Service award for her 10 years of service to the Woodward Public Library. Motion Bice to discuss appointment of Cheryl Randall to the Library Board. 2nd Kirts. Motion Kirts to approve the appointment of Cheryl Randall to the Library Board. 2nd Stone. MCU. Motion Kirts to discuss Replacement of South Door at the Library. 2nd Stone. MCU. Kirts reminds the council that this was discussed and agreed upon last meeting, this is just procedural. Motion Kirts to allocate up to $3,000 towards the replacement of the south door of the library. 2nd Randall. Roll Call: MCU. Motion Randall to discuss Appointment of David Brown to the Planning and Zoning Commission. 2nd Bice. MCU. Motion Kirts to appoint David Brown to the Planning and Zoning Commission. 2nd Bice. Roll Call: MCU. Motion Stone to discuss 109 N Walnut Land Proposal. 2nd Bice. MCU. Rebecca Morrow presents to the council that she is interested in purchasing a portion of the land between her property and the bike trail. She does not plan to build onto the property but would like to maintain the integrity of her property in case it might get sold to someone else. Council states that they are not looking to sell the property. Mrs. Morrow states she would like to be notified first in the event that this does happen to give her a chance to purchase it. Motion Bice to discuss BRIC Hazard Mitigation Grant Program. 2nd Kirts. MCU. No updates at this time. Motion Bice to discuss Nuisance Lawn Care Bids. 2nd Randall. MCU. The city received one bid for nuisance lawn care from Greenough Construction LC. He bids $50.00 per property including mowing and weed-eating. Motion Bice to accept the bid from Greenough Construction LC. 2nd Kirts. MCU. Motion Kirts to discuss Set Public Hearing Date for FY27 Budget Adoption. 2nd Randall. MCU. Motion Kirts to set the public hearing for May 28, 2026 at 6:00 pm. 2nd Bice. MCU. Motion Bice to discuss Dollar General Change of Ownership Alcohol Permit. 2nd Randall. Police report no issues. Motion Stone to approve Dollar General Change of Ownership Alcohol Permit. 2nd Randall. MCU. Motion Bice to discuss Agreement for Professional Services for 9th Street Water Main Extension with Greenwood Consulting LLC. 2nd Stone. MCU. City engineer Bob Veenstra presents the project to extend the water main from 9th street to Birch to service the southeast side of town. Motion Kirts to approve the agreement for professional services for the City of Woodward, Iowa 9th Street water main extension. 2nd Randall. Roll Call: MCU. Motion Randall to discuss Agreement for Professional Services 2nd and Walnut Storm Sewer Outlet with Greenwood Consulting LLC. 2nd Bice. City engineer Bob Veenstra presents the project to the council to mitigate flooding on the 2nd street and Walnut intersection. This is a project that the city is in the process of applying for BRIC grant funding for. Motion Stone to approve the agreement for professional services for 2nd and walnut storm sewer outlet with Greenwood Consulting LLC. 2nd Bice. Roll Call: MCU. Motion Kirts to discuss Third and Final Reading of Ordinance 25-430 Amending the Code of Ordinances of the City of Woodward, Iowa, 2006 by Amending Chapter 156 Building Code. Motion Kirts to approve the third and final reading of Ordinance 25-430. 2nd Randall. Roll Call: MCU. Motion Randall to discuss Second Reading of Ordinance 26-439 Amending the Code of Ordinances of the City of Woodward, Iowa, 2006, By Rezoning Property Owned by ABG Development Group, LLC From A-1 Agricultural District to C-1 Community Commercial District. 2nd Bice. MCU. Councilmember Kirts expresses concern that there is no development agreement in place. Attorney Dalen states that if they are questioning it, they should table it until next month, then waiving the second reading and approving the third and final reading next month. Motion Kirts to table discussion on Ordinance 26-439 until next month. 2nd Stone. MCU. Motion Bice to discuss Second Reading of Ordinance 26-440 Amending the Code of Ordinances of the City of Woodward, Iowa, 2006, By Rezoning Property Owned by Long Homes Four, LLC from R-2 One-and-Two Family Residential District to R-3 Multi-Family Residential District. 2nd Randall. MCU. Motion Kirts to approve the Second Reading of Ordinance 26-440. 2nd Bice. Roll Call: MCU. Motion Stone to table Third and Final Reading of Ordinance 26-440 Amending the Code of Ordinance of the City of Woodward, Iowa, 2006, By Rezoning Property Owned by Long Homes Four, LLC from R-2 One-and-Two Family Residential District to R-3 Multi-family Residential District until the council is presented with a site plan and recommendation from Planning and Zoning. 2nd Bice. Motion Bice to discuss First Reading of Ordinance 26-441 Amending the Code of Ordinances of the City of Woodward, Iowa, 2006, By Amending Provisions Regarding License Fees for Solicitors, Peddlers, and Transient Merchants. 2nd Randall. MCU. Motion Stone to approve First Reading of Ordinance 26-441. 2nd Randall. Roll call: MCU. Motion Bice to discuss Resolution 2026-3 Cost of Use of Machinery and Labor for Nuisance Abatements. 2nd Stone. MCU. Motion Kirts to approve Resolution 2026-3. 2nd Randall. Roll Call: MCU. Motion Randall to discuss Wellfield Pump Repair. 2nd Bice. MCU. City Engineer Bob Veenstra walks the council through a bid from the Cahoy Group to restore capacity at the wellfield. Bob Veenstra recommends that the council establishes a trigger mechanism to allow an authorized individual to approve repairs to keep the workflow moving forward. Motion Kirts to approve the Cahoy Group proposal, not to exceed $26,000, and remove the optional chemical treatment, and with the approval of anything else from the Mayor. 2nd Stone. Roll Call: MCU. Motion Randall to discuss Landlord/Tenant Ordinance. 2nd Bice. MCU. Councilmember Gough presents the council with a draft of a landlord/tenant ordinance. This ordinance ensures that both landlords and tenants can be held accountable for the care of property. Gough encourages residents to provide feedback on the drafted ordinance. Motion Stone to discuss Mandatory Hook-up Compliance. 2nd Bice. MCU. Councilmember Gough states that this issue has been resolved. Reminder to anyone that has a residential or commercial that is occupied, it is mandatory that there be water service to the property. Motion Kirts to discuss Compliance Lawn Maintenance Fines. 2nd Bice. MCU. Councilmember Gough presents to the council adding an administrative fine to the property in addition to the initial fine and administrative fee. This would be for properties that consecutively receive lawn care notices. The first offense would be the initial fine ($50) and the administrative fee ($35), 2nd offense would be the initial fine, administrative fee and a $100 administrative fine, 3rd offense would be the initial fine, administrative fee and a $200 fine, and so forth. Council agrees with this presentation. Amended ordinance will be on next months agenda to vote on. Motion Bice to discuss Vendors/Food Truck for Farmer's Market. 2nd Randall. MCU. Council agrees that a blanket permit can cover the food truck vendors for the Farmer's Market event. Fee for the permit will be $100. Motion Kirts that the farmers market apply for a blanket food truck permit for $100 for the season and all the vendors are free. 2nd Bice. Roll Call: MCU. Motion Bice to discuss Donation to MAFCO Construction. 2nd Randall. MCU. Councilmember Bice states that MAFCO donated the use of their excavator for the spring clean-up. Motion Kirts to provide MAFCO a donation of $250 for the use of equipment during clean-up day. 2nd Bice. Roll Call: MCU. Motion Kirts to discuss payment of bills. 2nd Bice. MCU.
