City of Alleman City Council Work Session Minutes May 18, 2026 The regularly scheduled council work session was called to order at 7:00 P.M. by Mayor Robert Kramme. Scott Andreas, Loren Steinkamp, Jenni Heller, Perry Smith were present. Shari Buehler, City Clerk, Jim Thornton, City Attorney, and Logan Carpenter, Public Works were also present. Items of Discussion Review conversation with WRA sewer connection and City of Elkhart possible connection moving forward with studies Forrest Adrich spoke with the WRA about the possibilities of Alleman connecting to the WRA. The WRA would approve of the connection. The City now needs to fund that study for connection to be able to file for grants to help pay for the process Aldrich also spoke to Elkhart Administrator Wilson and Elkhart would be open to the possible connection too but when Elkhart is ready which with growth could be 5 plus years Annexation on 142nd Ave and 13221 NE 14th Street put on hold Review of drainage north of 134th Ave put on hold 2025/26 Stormwater Project 3rd, 4th, 5th and 141st Place Aldrich reviewed the areas that need to be regraded. A letter is being sent to InRoads to complete the project Speed limits and no right turn Thornton presented ordinance to lower the speeds on 3,4,5,6,141st Place and Ave, 134th and Dennler. No right turn at 3rd and 141st Avenue Portable speed bumps were tabled Receive and File Public Works Report Carmella Jones and Debbie Umbaugh spoke about the Alleman Betterment Committee and what that 501(3)(c) does for the city but yet is not affiliated with the city. The pop can return will not be moved and signs will stay. The Betterment would like to thank the residents for donating cans and bottles to fund their projects that are gifted back to the City of Alleman Park and Rec Receipts were presented and no follow up questions were asked Adjourned: At 8:00 PM Mayor Kramme asked if there was any further city business. All Ayes and Kramme closed the May 18, 2026 Alleman City Council Work Session. The next Alleman City Council meeting will be June 8, 2026 Alleman City Hall.
