PROCEEDINGS, COMMON COUNCIL MEETING
MAY 5, 2026, 7:00 P.M.
CITY OF OAK CREEK
MILWAUKEE COUNTY
1. Mayor Bukiewicz called the meeting to order at 7:00 p.m. On roll call, the vote was as follows: Ald. Haase, aye; Ald. Loreck, aye; Ald. Ruetz, aye; Ald. Marshall, aye; Ald. Gehl, aye; and Ald. Guzikowski, aye.
Also present were City Attorney Melissa Karls, Director of Utilities Brian Johnston, IT Director Thomas Kramer, Police Captain Andrew Sagan, Marketing Communications Manager Kelly Schoff, Police Chief David Stecker, Assistant City Administrator / City Engineer Matthew Sullivan, City Administrator Andrew Vickers, Marketing and Public Relations Director Marcia Wayer, and City Clerk Catherine Roeske.
2. The meeting began with the Pledge of Allegiance being said by all present.
3. Ald. Haase moved to approve the 4/21/26 minutes. On roll call, all voted aye.
4. The Mayoral Proclamation for National Public Works Week, May 17-23, 2026, was informational.
5. Bethanie DeRose, Executive Vice President of Consulting at Hunden Partners presented an informational overview of the Destination Development and Placemaking Masterplan to the Common Council.
6. Ald. Ruetz moved to adopt Resolution No. 12685-050526, establishing various fees, permits, and charges charged by the City of Oak Creek. On roll call, all voted aye.
7. Ald. Marshall moved to award the Underground Facilities Rehabilitation Project to the lowest, responsible bidder, C.D. Smith Construction, Inc., in the lump sum amount of $49,565,000 and a soil hauling unit price of $35.00 per ton (Project No. 22118). On roll call, the vote was as follows: Ald. Haase, aye; Ald. Loreck, aye; Ald. Ruetz, aye; Ald. Marshall, aye; Ald. Gehl, no; and Ald. Guzikowski, aye.
8. Ald. Haase moved to adopt Resolution NO. 12679-050526, providing a 10-year limited term conservation easement to MMSD for portions of the property located at 1321 E. Drexel Ave. On roll call, all voted aye.
9. Ald. Gehl moved to adopt Resolution NO. 12680-050526, providing a 10-year limited term conservation easement to MMSD for portions of the property located at 301 W. Ryan Rd. On roll call, all voted aye.
10. Ald. Marshall moved to adopt Resolution No. 12681-050526, approving the Construction Inspection Services Contract between the City of Oak Creek and HNTB Corporation. On roll call, all voted aye.
11. Ald. Gehl moved to adopt Resolution No. 12682-050526, approving the Energy Savings Performance Contract between the City of Oak Creek and Upper 90 Energy, LLC, for cost not to exceed $3,309,000. On roll call, all voted aye.
12. Ald. Ruetz moved to FILE Resolution No. 12683-050526, approving a Local/County Agreement between the City of Oak Creek and Milwaukee County for cost sharing of Milwaukee County's S. 13th Street Reconstruction project from W. Oakwood Road to W. Puetz Road. On roll call, all voted aye. Resolution Filed.
13. Ald. Ruetz moved to FILE Resolution No. 12684-050526, supporting the addition of City sidewalk on Milwaukee County's S. 13th Street Reconstruction project from W. Oakwood Road to W. Puetz Road. On roll call, all voted aye. Resolution Filed.
14. The Mayors Aldermanic Committee appointments are as follows:
a. Small Claims Committee – 1 - Ald. Haase
b. Library Board – 1 - Ald. Loreck
15. Ald. Gehl moved to concur with the Mayoral Aldermanic appointments as follows:
a. Tourism Commission – 1 - Ald. Ruetz
b. Celebrations Commission – 1 - Ald. Marshall
c. Community Development Authority (CDA) - 2 - Ald. Gehl, Ald. Haase
On roll call, all voted aye.
16. Council President Gehl made Aldermanic Committee appointments as follows:
a. Personnel & Finance Committee – 3 - Ald. Gehl (chair), Ald. Marshall, Ald. Ruetz
b. License Committee – 3 - Ald. Gehl, Ald. Haase, Ald. Ruetz (chair)

17. Ald. Ruetz moved to approve license recommendations as follows:
Grant an Operator license to: Corrie A. Schroeder (Woodmans), Antonio S. G. San Filippo (Meijer), Subbaiah Mediboina (Nexus Vape 'n Cigar), Mehmet C. Ergonenc (Meijer), Deborah L. Zizzo (Southbound Again),
Grant a 2026 Temporary Class "B" Beer license to Kimberly Schoepp, St. Matthews Catholic School & Church, for the St. Matthew's Beer Garden, 9303 S. Chicago Rd., on June 12, 2026.
Grant a 2026 Temporary Class "B" Beer license to Alex Hayes, Oak Creek Tourism Commission, for the Oak Creek Beer Garden, in Drexel Town Square, 361 W. Town Square Way, on June 18-21 and August 20-22.
Grant 2026 Special Event Permits to the following:
* Art in the Park to be held at Miller Park, 315 E. Groveland Dr., on May 23, 2026
* 9th Annual Rowraiser Wisconsin to be held in Drexel Town Square, 361 E. Town Square Way, on August 29, 2026.
Grant a Brewery Secondary Retail Location to Tricia Torzala (Agent), Torzala Brewing, LLC for the following dates/events held in Drexel Town Square, 361 W. Town Square Way:
* Oak Creek Farmers Market – Saturdays from May 2 through October 10, 2026 (with the exception of 5/9, 7/4, 8/8, and 8/22).
* Oak Creek Night Market - June 27, July 25, and August 15, 2026.
On roll call, all voted aye.
18. Ald. Marshall moved to approve the April 29, 2026 Vendor Summary Report in the amount of $545,843.63. On roll call, all voted aye.
Ald. Loreck moved to adjourn the meeting at 8:46 p.m. On roll call, all voted aye.
