Minutes of the First Monthly Meeting of the Board of Commissioners of Consolidated Waterworks District No. 1, held May 4, 2026 at the District's Office, 8814 Main Street, Houma Louisiana. The meeting was called to order at 5:30 P.M., pursuant to proper notice in writing to each Board Member and posted in the manner required by law. Commissioner Charles Brown led the Invocation and Commissioner Dwayne Hornsby led the Pledge of Allegiance. Upon roll call, Commissioners recorded as present were Teri Chatagnier, Dwayne Hornsby, Charles Brown, Wilbert Thomas, Craig Luke, Patrick Marcel and David Gaudet; Absent were Kenneth Ellender and Troy Welch. With two absences, a quorum was declared present. Upon motion by Mr. Dwayne Hornsby, and seconded by Mr. David Gaudet, the minutes of April 20, 2026 Regular Meeting were adopted as written. Upon motion by Mr. Patrick Marcel, and seconded by Mr. Craig Luke, the minutes of April 29, 2026 Special Meeting were adopted as written. Three calls were announced for anyone from the public wishing to address the Board. None Ms. Cecilia Norman, Chief Administrative Officer, presented the proposed budget for the Fiscal Year Ending June 30, 2027. Ms. Norman briefly went over the Budget and advised that this budget would allow the District to meet its parity obligations. The budget includes a 3% COLA to salaries. Ms. Norman asked the Board to review the proposed budget and contact her with any questions or comments prior to the June 1, 2026 Public Hearing. It was moved by Mr. Craig Luke, and seconded by Mr. Patrick Marcel, to approve the engagement with Lewis & Ellis for actuarial services in accordance with GASB 75 valuations for fiscal years ending June 30, 2026 and June 30, 2027. The motion was unanimously adopted. At 5:51 pm, there being no further business to come before the Board, it was moved by Mr. Dwayne Hornsby, and seconded by Mr. Wilbert Thomas, that this meeting adjourn.
