PUBLIC NOTICE The Lebanon County Commissioners (Sponsor) are requesting Bids for the following Project: LVRT PHASE 9 STONE MASONRY ARCH REPAIRS IN SWATARA TOWNSHIP LEBANON COUNTY, PENNSYLVANIA Sealed proposals will be received online via the PennBid program by the Lebanon County Commissioners until 11:00 AM June 17, 2026. At that time the Bids will be electronically opened and unofficial results posted to PennBID no later than 5:00 PM on the same day. This work is for the rehabilitation of an existing stone masonry arch culvert carrying the Lebanon Valley Rail Trail over an UNT to Swatara Creek in Swatara Township, Lebanon County, PA. The project will include repairing an area of missing stones in the arch and backfilling a sinkhole that has formed above this area adjacent to the trail. Additional work may include repointing of the arch barrel the entire length of the culvert and resetting wingwall stones. Construction is anticipated to begin on or about July 20, 2026 and be completed by September 18, 2026. Project documents are available online for download and printing at no cost from PennBid (https://pennbid.bonfirehub.com). Each proposal must be accompanied by a copy of a Certified Check or Bid Bond payable to “Lebanon County Commissioners”, in an amount not less than Ten percent (10%) of the bid total. Only bonds from companies licensed to do business in the State where the Sponsor is located will be accepted and the bond shall state same. Notice is given that the project for which Bids are being solicited hereby is a project constituting public works and is subject to applicable provisions of the Pennsylvania Prevailing Wage Act, the Act of August 15, 1961, P.L. 987, as amended and supplemented, and appropriate prevailing minimum wage rates as promulgated under the provisions of said Act must be paid by contractors in connection with performance of the necessary work. Bids must be submitted unconditionally. No bidder may withdraw bid within 60 days after the scheduled closing time for receipt of bids. The contractor must familiarize themselves with the site prior to submitting a bid. The Sponsor reserves the right to reject any or all bids and to waive any defects or irregularities in the best interest of the Sponsor. If a bid proposal contains missing information, the Sponsor reserves the right to request additional information be submitted prior to award. The Bidder is bound to the statements and representations contained in PennDOT Publication 408 “Section 102.06(f) Anti-Collusion Requirements”. All work shall be in conformance with the current Pennsylvania Department of Transportation Publication 408 and as amended by the contract specifications.
