Request for Proposals (RFP) for Cost of Service Analysis for Parks & Recreation RFP # 326000423 WORK SUMMARY: The Town of Gilbert, Arizona (hereinafter “Town”) is soliciting proposals from qualified firms to conduct a comprehensive Cost of Service Analysis and develop a sustainable Cost Recovery Model for the Parks & Recreation Department. Gilbert has not comprehensively revised its fee schedule in approximately ten years. The selected firm will analyze the Department’s current fee structure, expenses, and revenue for all operations – including but not limited to facility rentals, ramada rentals, athletic field reservations, open space rentals, program and activity registration fees, and special event fees – and deliver a tiered cost recovery framework, benchmarking analysis, specific fee recommendations, and tools that Department staff can use to maintain the model on an ongoing basis. AWARD TERMS: The Agreement shall commence upon execution and remain in effect through June 30, 2027. No services may be performed until a Notice to Proceed has been issued.
