REQUEST FOR PROPOSALS:
Proposals for the City Solar Initiative Project will be received by the Evansville Water and Sewer Utility, Evansville, Indiana via email until 10:00 a.m., local time, on June 16, 2026. Proposals shall be provided via email to the contacts listed in the Request for Proposals. It is the submitters' responsibility to ensure electronic delivery of the proposal in a timely manner. Proposals will not be accepted if received after the time and date specified above. EWSU will send a confirmation email to the submitter once the proposal is received and downloaded into the EWSU system. Proposals will not be considered for award unless submitted in the format described in the Request for Proposals.
The Evansville Water and Sewer Utility (“EWSU”) issues this Request for Proposals pursuant to Indiana Code 5-23 (Public-Private Agreements). EWSU seeks proposals from qualified firms to design, construct, commission, and transfer ownership of Rooftop solar at 17 city owned buildings across the City of Evansville including; the CK Newsome Center, Swonder Ice Arena, Deaconess Aquatic Center, Mesker Park Kley, Discovery, and Amazonia buildings, Central Dispatch Headquarters West, Tower North, and Tower East facilities, Evansville Fire Administration, Fire Station 1, 3, and 8, Animal Care and Control, METS Administration, METS Terminal, and the Evansville Pagoda. Solar systems vary in sizes and are estimated to be between 30 and 800 DC KW per building.
EWSU intends to procure the Project via capital expenditure. Proposals shall include a lump sum bid price, detailed cost breakdown, cash flow schedule, and identification of ITC percentage assumptions, for each facility. The Provider shall be responsible for all work shown on the plans and described in the specifications pertaining to the bid price, regardless of the installation method chosen.
The Evansville Water and Sewer Utility further reserves the right to waive informalities, and to select the most qualified provider or providers for all or part of the requested facilities, to the advantage of the Evansville Water and Sewer Utility, or to reject all Proposals.
Optional site walkthroughs will be held on June 8, 2026 & June 9, 2026, starting at 8 am, local time, at the location and times listed below. Scheduled times are approximate and may vary depending on the duration of preceding site visits.
