ERIE WATER WORKS will receive sealed bids for the 240 West 12th Street Renovations project at the offices of Weber Murphy Fox, 3230 West Lake Road, Erie, PA 16505 until 2:00 PM local prevailing time, Tuesday, June 30th, 2026. At that time, the bids will be opened publicly. Separate bids will be required on a stipulated sum basis for the following contracts: 06 10 00-2026-05A-GENERAL TRADES, 06 22 00-2026-05B-MILLWORK, 07 40 00-2026-05C-ROOFING, 09 65 00-2026-05D-FLOORING, 09 90 00-2026-05E-PAINTING, 12 50 00-2026-05F-FURNITURE, 21 05 00-2026-05G-FIRE PROTECTION, 22 05 00-2026-05H-PLUMBING, 23 50 00-2026-05I-HVAC, 26 05 00-2026-05J-ELECTRICAL AND TECHNOLOGY. Bids shall be submitted in duplicate and mailed or delivered in a sealed opaque envelope clearly marked on the face of the envelope the words "Erie Water Works – 240 West 12th Street Renovations Project". If the bid is mailed, the envelope containing the bid shall be enclosed in a separate envelope with the words "Sealed Bid enclosed for (contract you will be bidding)" endorsed on the face thereof. All bidders must submit a bid bond. Payment, Performance and Maintenance Bonds are required for this project. Plans and specifications may be examined and obtained via an FTP site (Newforma Info Exchange) by request from Weber Murphy Fox. Prior to submitting a bid, each bidder must file an executed Electronic Document Disclaimer form which will be part of the bid documents. Hard copies will be sold for a non-refundable amount of the cost to produce the documents. Time is of the essence in the work. Requirements with regard to completion of portions of the work are contained in the Project Manual. There will be a “Non-Mandatory” pre-bid conference for the project at 9:00AM on Thursday, June 11th, 2026 at the project site 240 West 12th Street, Erie, PA 16501. Your attendance is strongly encouraged. For all further requirements regarding bid submittal, qualifications, procedures, and contract award, refer to the Instructions to Bidders that are included in the Bidding Documents. This project is funded in whole or in part with federal funds. Davis-Bacon wage rates and other federal requirements apply and are included in the bid documents. Employees and applicants for employment shall not be discriminated against because of their race, age, color, religion, sex, national origin, or handicap. The Contractor must ensure that employees and applicants for employment are not discriminated against because of their race, creed, color or national origin. Each contractor is required to meet the requirements of Public Works Employment Verification Act, Act 127 of 2012. Any and all steel products used or supplied in the performance of the contract or any subcontracts shall be from steel made in the United States. Materials utilized must comply with the American Iron and Steel Act as well as the Steel Products Procurement Act. The Owner hereby reserves the right, which is understood and agreed to by all bidders, to refuse and reject any or all bids submitted, and also reserves the right to waive any informality in bids received. Except as otherwise provided by law, no bidder may withdraw its bid for sixty (60) days after the Bid Due Date, unless the contract award is delayed by a required approval of another government agency, the sale of bonds, or the award of a grant or grants, in which case the Bids shall remain open to acceptance and shall be irrevocable for a period of sixty (60) after the Bid Due Date.
