The following are summaries of ordinances adopted by Canton City Council on May 18, 2026. The complete text of the ordinances may be obtained for 10 cents per page or viewed free at the office of the Clerk of Council in City Hall, 218 Cleve. Ave. S.W., Canton, Ohio 44702, during non-holiday weekdays from 8:00 a.m. to 4:30 p.m.
Ordinance No. 81/2026
Appropriation Ord. No. 51/2026 is amended by making the supplemental appropriation of $40,000 from the Unappropriated Balance of 2318 HIV Prevention Fund. Adopted as an emergency.
Ordinance No. 82/2026
Council consents to Stark County’s Community Reinvestment Area (CRA) Tax Abatement in the Perry-Canton Joint Economic Development District Contract 22-01 (Faircrest JEDD). Adopted as an emergency.
Ordinance No. 83/2026
Council authorizes a starting annual salary of $95,500 for Shaun Runion for the temporary position of Deputy Auditor III in the Auditor’s Office until the current Deputy Auditor III retires. Council also authorizes granting Mr. Runion four weeks of vacation upon hire and four weeks of vacation annually until his time of service with Canton reaches the standard vacation schedule. Adopted as an emergency.
Ordinance No. 84/2026
Appropriation Ord. No. 51/2026 is amended by making the supplemental appropriations of $98,818.75 from the Unappropriated Balance (UB) of 4568 11th St Improvement Fund and $189,683.50 from the UB of 2175 Comprehensive Plan and the appropriation reductions of $98,818.75 from 5446 11th St Improvement Proj – Other to UB of 5446 11th St. Improvement Fund and $800,000 from 5501 Norman Ave NW Swr Project – Other & $600,000 from 5501 Colonial Blvd Recon Ph 2 Proj – Other to UB of 5501 Storm Water Drainage Fund. Adopted as an emergency.
Ordinance No. 85/2026
The Mayor or Service Director is authorized to: advertise, receive bids, award, and execute all contracts necessary for the Mount Vernon Area Water Main Replacement & Sewer Improvements Project; alternatively enter into all contracts utilizing any procurement process authorized by law; and receive a grant from the Ohio Public Works Commission (OPWC) in the amount of $600,000 and a zero percent interest loan from the OPWC in the amount of $900,000 for this Project. The Auditor is authorized to pay all moral obligations for contract change orders that are otherwise approved by the Board of Control pursuant to Canton Codified Ordinance 105.14 within the established dollar amount thresholds for the Project. The Auditor is authorized to establish the 5259 Mount Vernon Area Water Main Replacement and Sewer Improvements Project Fund to receive all loan, grant and revenue proceeds and track project expenditures and appropriate the total OPWC funding amount of $1,500,000 when received. Adopted as an emergency.

No. 51/2026 is amended by making the supplemental appropriations of $1,500,000 from the Unappropriated Balance (UB) of 5258 Croydon Dr/Brookpark Cir Water Main Replacement Project Fund and $1,500,000 from the UB of 5201 Water Fund. Adopted as an emergency.
