ADVERTISEMENT FOR BIDS
Hanover Borough (The Owner) will receive bids for the Project entitled 2026 East Hanover Street Curb and Sidewalk Project located at E Hanover St., Hanover, Pennsylvania for the following contracts:
Contract No. 1 – General Contract
The Project includes demolition of sidewalk and curb, and installation of new sidewalk, curb, curb ramps, and bituminous paving. An optional pre-bid meeting / site visit will be held for all Bidders on June 5, 2026 at 10:00 AM local prevailing time, at the Project Site. Attendees should gather near Eagle Alley. Other times to visit the site may be arranged with the Owner in accordance with the Supplementary Instruction to Bidders. Attendance at the pre-bid meeting is not mandatory.
Bidding Documents, including Project Manual and Drawings, are available in pdf format through the PennBid Program http://pennbid.bonfirehub.com. Copies of the plans, specifications, and other documents are also on file, open to public inspection, and may be obtained from the York County Planning Commission, 28 East Market Street, 3rd Floor, York, Pennsylvania, 17401 (Phone: 717-771-9870), during business hours (8:00 A.M. to 4:30 P.M., Monday thru Friday). A non-refundable check for $25.00 made payable to York County C.D.B.G. Program shall be submitted as payment for each set of bidding documents requested. Refer to 2026 East Hanover Street Curb and Sidewalk Project when requesting documents.
Bids shall be submitted electronically through the PennBid Program, http://pennbid.bonfirehub.com until June 19, 2026 at 3:00 P.M.Any bid received after said date and time will be returned unopened. At that time, bids will be opened publicly and read aloud shortly thereafter, in the Borough of Hanover Municipal Buildinglocated at 33 Frederick Street, Hanover, PA 17331. Bids may be taken under advisement and the award of contract, if awarded, be made within sixty (60) days after the date of the opening of the Bids, or otherwise provided by law. Borough Council reserves the rights to formally accept a Bid and award a Contract by public announcement at a regular meeting of the Borough. Borough Council further reserves the right to reject any or all Bids; to waive any defects, errors, omissions, irregularities or informalities in a Bid or the Bid procedure; and to accept any Bid, or combination thereof, which it may deem to be for or in the best interests of Hanover Borough.
Each bid shall be accompanied by a bid security in the form of AIA Document A310 Bid Bond, from an approved Surety Company, certified check, or cashier’s check payable to the Owner, in an amount of not less than ten percent (10%) of the amount of the Base Bid. If the Bid Security is provided by check, a scan of check shall be submitted with bid, with the original being provided within two (2) business days of bid opening if bidder is the apparent low responsible bidder
Except as permitted by Section 4.4.3 of Section 00 2200 (AIA A701 – Instructions to Bidders) of the Project Manual and Pennsylvania Act No. 4 of 1974, proposals may not be withdrawn by the bidder for a period not to exceed 60 calendar days following the date and time designated for receipt of Bids. Each bidder must be prepared to submit evidence of his qualifications to perform the work.
A Performance Bond and Payment Bond each in the amount of one hundred percent (100%) of the contract price shall be required from the Successful Bidder. An anti-collusion affidavit is required for this Bid. The Contract will be subject to the Davis-Bacon Wage Determination established by the United States Department of Labor. Other federal labor standard provisions also apply to this Project.
Borough Council intends to award the Contract to the overall lowest responsible, responsive Bidder, as determined by Borough Council, to be in the best interests of Hanover Borough. Please be advised that Hanover Borough has received funding assistance for this Project in the form of a Community Development Block Grant (CDBG) from the United States Department of Housing and Urban Development acting through York County Planning Commission. The successful Bidder is required to adhere to all compliance requirements associated with the funding. Such requirements may be found in the Bidding Documents. Bidders should refer to federal and state statutes, rules and regulations dealing with the prevention of environmental pollution and the preservation of public and natural resources pursuant to PA Act No. 1972-247.
