SECTION 00100 - ADVERTISEMENT FOR PROPOSALS WITH BIDS
The Reserve Community Development District (District) Board of Supervisors, located in Port St. Lucie, Florida, will be accepting sealed bids from licensed firms to perform construction services for:
Installation of all components for the Reserve CDD WATER MAIN & FORCE MAIN INTERCONNECT (OPEN CUT INSTALLATION)
Sealed proposals with bids will be accepted until 2:00 PM on the 30th day of June 2026, at which time all proposals duly submitted will be publicly opened in the District’s Board Meeting Room. Any proposals with bids received after the time and date specified above will not be considered. Sealed envelopes shall contain the name of the bidding firm and be marked as follows:

Firms interested in submitting a proposal with bid may request an electronic copy of the RFP package by contacting the Engineer (Culpepper & Terpening, Inc, Attn: Roberto Cabrera, PE) at 2980 S. 25th Street, Fort Pierce, Florida or email: rcabrera@ct-eng.com. Electronic copies of the RFP package will be available at the pre-bid conference. (Contact Culpepper & Terpening to obtain instructions for participating virtually).
A mandatory pre-bid conference will be held on the 16th day of June 2026 at 10:30 AM in the District Engineer’s Office located at 2960 S. 25th Street, Fort Pierce, Florida 34981.
Firms shall be able to be properly licensed to conduct their business, with all licenses, permits, and certificates as required by all local, State of Florida, and Federal agencies. Payment and Performance Bonds will be required for this project. Any proposal and bid received without Bid Bond, Non-Collusion Affidavit Form, Drug Free Workplace Form, Hold Harmless and Indemnity Agreement, Trench Safety Affidavit, Public Entity Crime Form, and Proof of Insurance, may be considered incomplete and immediately disqualified. Any person or affiliate who has been placed on the convicted vendor list following conviction for a public entity crime may not submit a bid as proscribed by Section 287.133, F.S.
The District reserves the right to reject any and all proposals, or to accept any proposal or portion thereof deemed to be in the best interest of the District, and to waive any non-substantial irregularities. The District is not liable for any expenses incurred by any firm as a result of being a respondent to this solicitation.
