NOTICE OF PUBLIC HEARING
and
INTENT TO ADOPT A NEGATIVE DECLARATION
A PUBLIC HEARING has been scheduled, pursuant to Riverside County Land Use Ordinance No. 348, before the RIVERSIDE COUNTY PLANNING COMMISSION to consider a proposed project in the vicinity of your property, as described below:
PLOT PLAN NO. PP23635R01 (PP23635R01) – Intent to Adopt a Negative Declaration – EA42013 – Applicant: Simon Premium Outlets – Representative: Linda Laurenzi - Fifth Supervisorial District – Pass Area Plan: Community Development: Commercial Retail (CD:CR) – Cabazon Policy Area – Zoning: Scenic Highway Commercial (C-P-S) – Location: north of the I-10 East Fwy, north of Seminole Dr, west of Malki Rd, south of Martin Rd, and east of Millard Pass – 1939.95 Gross Acres – REQUEST: PP23635R01 is a proposal to improve and further develop the Desert Hills Premium Outlets. The development and improvements include an increase of the total floor area of the existing commercial center by approximately 47,915 sq. ft. Demolition of existing commercial buildings on the western end of the site to allow construction of two new commercial buildings for a physical connection of the existing east and west wings of the outlet. Replacement of the main entrance/exit driveway between the east and west outlet wings. Relocation of the existing main entrance/exit driveway and traffic signal along Seminole Dr. to a signalized intersection at Seminole Dr. and Malki Rd. Construction of a new surface parking lot in the northwestern portion of the site to provide approximately 283 additional parking spaces, and installation of new lighting, landscaping, and irrigation. Installation of two bioretention basins adjacent to the new parking lot. APN(s): 519-110-036, 519-110-044, 519-110-046.

The Riverside County Planning Department has determined that the above project will not have a significant effect on the environment and has recommended adoption of a negative declaration. The Planning Commission will consider the proposed project and the proposed negative declaration, at the public hearing. The negative declaration for the proposed project is available for review online on the Planning Department website at https://planning.rctlma.org/, listed under Environmental Documents. Public Review Period: The public review period to comment on the environmental document is from Friday, May 29, 2026, to Wednesday, June 17, 2026. Any person wishing to comment on the proposed project may submit their comments in writing by mail or email, or by phone between the date of this notice and the public hearing; or you may appear and be heard at the time and place noted above. You may participate remotely by registering with the Planning Department. All comments received prior to the public hearing will be submitted to the Planning Commission for consideration, in addition to any oral testimony, before making a decision on the proposed project. All correspondence received before and during the meeting will be distributed to the Planning Commission and retained for the official record.
If this project is challenged in court, the issues may be limited to those raised at the public hearing, described in this notice, or in written correspondence delivered to the Planning Director at, or prior to, the public hearing. Be advised that, as a result of public hearings and comments, the Planning Director may amend, in whole or in part, the proposed project. Accordingly, the designations, development standards, design or improvements, or any properties or lands within the boundaries of the proposed project, may be changed in a way other than specifically proposed.
