Public Notice for City of Tulare Proposed Amendment to the Permanent Local Housing Allocation Plan
Public Comment Period: June 5, 2026 to June 16, 2026
The Permanent Local Housing Allocation (PLHA) Program was established pursuant to Senate Bill 2 (SB 2) and provides a permanent source of funding to local governments for housing-related projects and programs that assist in addressing unmet housing needs. The City of Tulare is an entitlement recipient under the PLHA Program and receives an annual allocation from the California Department of Housing and Community Development (HCD). To receive and use PLHA funds, the City must adopt a PLHA Plan that identifies eligible activities and their respective goals. Under the current PLHA Plan, the City of Tulare committed 2019-2023 funds to the Santa Fe Commons rental housing project as part of overall construction financing and as a necessary operating subsidy. This aligns with the PLHA Program eligible activity involving predevelopment, development acquisition, rehabilitation, and preservation of multifamily, residential live-work, rental housing that is affordable to extremely low-, very-low, low-, or moderate-income households, including necessary operating subsidies. These guidelines implement, interpret, and make specific Chapter 364, Statutes of 2017 (SB 2, Atkins) as authorized by Health and Safety Code (HSC) Section 50470. To-date, the City expended a total of $813,377, comprised of the 2019 and 2020 PLHA allocations, to aide construction and related costs for the Santa Fe Commons project, an affordable rental housing community of 137 deed restricted units. And, in Fiscal Year 2025-2026, the City committed $544,671, which involved only the 2021 PLHA allocation, as an operating subsidy for supportive services and other resources for low-income tenants of the Santa Fe Commons project. The affordable rental housing construction costs and operating subsidies are classified under Section 301 (a)(1) of the HSC Section 50470.
Proposed Amendment to the PLHA Plan:
The City's existing PLHA Plan was adopted on July 21, 2020, by City Council resolution number 2020-40. This five-year plan committed all PLHA allocations, estimated at $1,910,598, to the eligible activity described under Section 301 (a)(1). As required by the California HCD and PLHA program guidelines, the City will request public comments and hold a public hearing before the City of Tulare City Council for consideration of a plan amendment. The proposed amendment calls for the obligation of remaining PLHA funds, both the 2022 and 2023 allocations totaling $482,228, to the eligible activities identified in Section 301 (a)(6) and (a)(7). These PLHA eligible activities involve supportive services and case management for unhoused people and accessibility modifications in lower-income owner-occupied housing. A total of $289,336 will be obligated to services for people experiencing homelessness and $192,892 to housing improvements for income eligible homeowners with a disability.
Public Review and Comment: The City is requesting input from the public on the proposed amendment to their existing five-year plan. A 10-day public review and comment period will begin on Friday, June 5th, 2026, and conclude on Tuesday, June 16th, 2026. Public Hearings: The City Council will hold a public hearing on Tuesday, June 16th, 2026, to consider a proposed amendment. This public hearing will occur during the general business portion of the City Council meeting that begins at 5:30 pm PST in the Tulare City Council Chambers located at 411 North M Street in Tulare, CA 93274.
