INTRODUCTION
The City of Glendale is seeking a qualified consulting firm, or team, to provide engineering services for the assessment of the Oasis Surface Water Treatment Plant (SWTP) processes and critical treatment plant components and facilities. The Oasis Water Campus is located at 7070 W. Northern Avenue, Glendale, AZ. The selected firm may also perform design and construction administration services for the recommended improvements.
PROJECT DESCRIPTION
The Oasis Water Campus treats surface water and groundwater. The Oasis Surface Water Treatment Plant (SWTP) was constructed in 2008, with a rated capacity of 10 mgd. This project will be for the evaluation of the Oasis SWTP processes, including the plant’s critical components and facilities.
The Oasis SWTP was designed with a rated capacity of 10 mgd, with raw water supplied by the Salt River Project (SRP) Arizona Canal. The conventional water treatment process includes flash/rapid mixing, flocculation, conventional sedimentation, deep-bed GAC filtration and chlorine disinfection. The treated water is conveyed to the distribution system via a finished water pump station that pumps water to Pressure Zones 1 and 4 or by gravity to the Zone 4 Reservoir.
SCOPE OF WORK
The selected firm (Consultant) will work closely with various City departments, including Engineering, Water Services, and others, as needed, during all phases of the project. (i.e., assessment, design, and construction). The Consultant will evaluate the treatment processes and critical treatment components and make recommendations for plant improvements and operational procedures. After the evaluation phase is complete the Consultant may develop design plans based on the recommended improvements and perform construction administration services.
PRE-SUBMITTAL CONFERENCE
A pre-submittal conference will be held on Tuesday, June 16, 2026, at 1:00 pm. The meeting will be held virtually on Zoom, Meeting ID: 824 7190 6039, Passcode: 592627. Interested parties are invited to attend this conference. At this meeting, staff will discuss the scope of work, general contract issues and respond to questions from the attendees. Because City staff may not have time to respond to individual inquiries regarding the scope outside of this pre-submittal conference, it is recommended that interested firms have a representative join the pre-submittal conference.
