#12362061 The Board of Supervisors met on 5/19/26 at 10:00 a.m. in the Story County Administration Building. Linda Murken, Latifah Faisal, and Lisa Heddens, with Murken presiding. Motion carried unanimously (MCU) on a roll call vote. PROCLAMATION RECOGNIZING MAY 17-23, 2026 AS EMERGENCY MEDICAL SERVICES (EMS) WEEK: The Board read the Proclamation in full. Murken moved, Heddens seconded the approval of the Proclamation recognizing May 17-23, 2026, as Emergency Medical Services (EMS) Week. Roll call vote. (MCU) AMES REGIONAL ECONOMIC ALLIANCE OUTREACH QUARTERLY REPORT: Jennifer Luengas-Otto, Director, Economic Development, reported on working with small communities regarding childcare and real estate. AMES REGIONAL ECONOMIC ALLIANCE WORKFORCE QUARTERLY REPORT: Shannon Thiele, Vice President of Affiliate Programming, reported on retraining program, rural outreach, interns, events, statistics, upcoming study, and multiple programs. ENVIRONMENTAL HEALTH QUARTERLY REPORT: Matt Cory, Environmental Health Specialist, reported on scheduling, upcoming ordinance updates, wells grant, septic systems, outdoor pool inspections, and radon kits. MINUTES: 5/12/26 Minutes – Heddens moved, Faisal seconded approving Minutes as presented. (MCU) AUTHORIZING SECOND DEPUTY RECORDER POSITION PER CODE OF IOWA §331.903 TO FILL VACANCY IN RECORDER'S OFFICE: Stacie Herridge, Recorder, reported she proposes to appoint a second Deputy Recorder to best structure her office for the needed work as well as planning for the future. No increase in budget is requested; the Deputy would be hired in lieu of the open clerk position. Discussion took place. Herridge reported on the segregation of duties required in the office. Faisal moved, Heddens seconded approving Authorizing Second Deputy Recorder Position per Code of Iowa §331.903 to fill vacancy in Recorder’s Office. Roll call vote. (MCU) REGISTER’S ANNUAL GREAT BIKE RIDE ACROSS IOWA (RAGBRAI) 2026 SPECIAL EVENT PERMIT: Marcus Amman, Senior Planner, Planning and Development, reported on the RAGBRAI route. Staff recommends the permit be conditioned on liability insurance, which is typical. He asked the Board for questions. Although not a public hearing, the Board permitted Mollie Boersma, Milford Township, to speak. She stated she was against the special event permit and compared Story County to fascist Germany. Faisal read information regarding the special events permitting passed by a previous Board for the previous RAGBRAI which passed through the County. Heddens moved, Faisal seconded approving the SE26-007 RAGBRAI 2026 Special Event Permit with conditions. Roll call vote. (MCU) REVISED PAID LEAVE POLICY (FOR SEVEN-DAY REVIEW): Alissa Wignall, Director of Human Resources and Internal Operations, reported the proposed changes to recognize bereavement leave for step-family members.
