INVITATION FOR
COMPETITIVE PROPOSALS FOR REAL ESTATE SERVICES
The Northern Indiana Commuter Transportation District (“NICTD”) is soliciting sealed proposals from qualified firms to provide Professional Real Estate Services for the South Bend Realignment Project (“Rail Project”), as more fully described and defined in the Real Estate Services Request for Proposals (“RFP”) packet, as prepared by NICTD. All proposals must meet NICTD’s terms and conditions and Technical Specifications as further described in the RFP packet.
SSI: By law, transit agencies such as NICTD are required to protect sensitive security information (“SSI”). SSI is any information whose disclosure may compromise the security of the traveling public, transit employees or transit infrastructure. Protecting SSI means restricting its distribution and controlling access to it. Only persons with a “need to know” may access SSI. Potential proposers for the Rail Project are considered entities with a “need to know” this SSI.
Because NICTD must restrict access to and distribution of SSI, NICTD will be posting the RFP Solicitation Documents that contain SSI to its online, secure document sharing site at www.nictdplanroom.com. In order to obtain access to the secure document sharing site, potential proposers will be required to execute a non-disclosure agreement which addresses the appropriate handling, storage, use, reproduction, transmittal and destruction of the SSI (“NDA”). Solicitation Documents containing SSI will only be released to those executing an NDA. All prime proposers to NICTD must execute an NDA.
The required NDA is available for download now on the above NICTD secured website. The NDA may be returned via email at any time prior to the date of the opening of proposals. Executed NDAs may also be scanned and e-mailed to Alex Largen at Alexandra.Largen@nictd.com. Solicitation Documents NOT containing SSI are available electronically and may be accessed without an executed NDA.
The NDA and the proposal packet are available online at www.nictdplanroom.com. Proposers are encouraged to access this site to retrieve the NDA and the RFP proposal packet, updated proposal information and addenda.

Proposals shall be submitted electronically using the NICTD Plan Room submission link, located at the top left of the Project Information page. Proposals shall be submitted on forms contained in the proposal packet.
Proposals will be received not later than 2:30 P.M., local time, Thursday, June 25, 2026. The “Submit Bid” link will be disabled after the above stated time and date, so be sure to allow enough time to upload the entire proposal prior to this time. NICTD is not responsible for proposals that failed to upload prior to the submission deadline. Proposals must set forth full, accurate and complete information as required by the instructions in the proposal package. Failure to do so may result in rejection of a proposal.
NICTD reserves the right to reject any and all proposals and/or waive minor discrepancies, omissions, variances or irregularities in any proposal, provided it is in NICTD’s interest to do so. NICTD may interview and enter into negotiations with any proposer it deems appropriate in its sole discretion.
