Wellesley SCADA System
The following are questions seeking clarification that have been sent to Wellesley Municipal Light Plant (WMLP) for Bid 26S-05-01 Wellesley SCADA System. The bid opening will take place on July 7th, 2026 per the specification.
1. Due to lack of drawings showing current systems architecture, please confirm that its WMLP’s responsibility to provide any required network interface device (serial server, media converter, etc.) to properly interface current/existing devices to the new SCADA System. Yes, WMLP will provide LAN equipment to properly interface with the new SCADA servers and workstations. This includes serial port servers, ethernet/fiber network switches, transceivers, adapters, etc.
2. Please confirm that WMLP will provide information for the current database in CSV or Excel format and current displays in screenshots or AutoCAD. WMLP will provide database information in CSV format. WMLP will provide screenshots of display screens.
3. No information is provided in regards to the number of existing HMI screens/displays and how many will be required to be developed into the new SCADA system. Please provide further details/information. WMLP uses 20 displays with high regularity (daily basis). For final site commissioning, the vendor shall develop screens for up to two substations as determined by WMLP. A single substation, at a minimum, shall consist of a one-line screen and a tabular screen to display analogs.
4. Please confirm that MultiSpeak interface points list will be supplied by WMLP in electronic format such as CSV or Excel, as well as MultiSpeak vendor and version. Please also confirm that WMLP will assist the SCADA vendor in coordination with MultiSpeak vendor by providing the other side of the Multispeak connection in order to facilitate requests for information and testing. WMLP requests that the product shall have the ability to be Multispeak compatible for integration with GIS/OMS/AMI platforms if needed in the future. It is not within the scope of this RFP to establish a Multispeak connection with another vendor.
