The proposed withdrawal associated with excavation dewatering is up to 6,916,320 gallons per day from groundwater. In addition, this will include an Article 24 Freshwater Wetland permit, Article 15 Protection of Waters permit, and Section 401 Water Quality Certification for work associated with the shoreline stabilization efforts, which involve dredging, shoreline riprap, modifications to an existing outfall and upper effluent chamber, replacement of the Malcolm Brook turbidity curtain, and site work. This work is associated with the Kensico-Eastview Connection Project to increase flow at the Catskill/Delaware Ultraviolet Disinfection Facility and improve NYCDEP's ability to maintain Hillview Reservoir water surface levels. Specific construction activities at the Kensico Site include excavation of the tunnel from the Kensico Campus towards the Eastview Campus and modifications to the existing Catskill Upper Effluent Chamber (UEC). Some construction activities will require excavation dewatering which will generate industrial wastewaters that require treatment prior to discharge. Outfall 001 will discharge industrial wastewater flows generated at the Kensico Campus for the excavation of the tunnel and modification to the UEC. To support the discharge, a temporary treatment plant will be constructed at the site to discharge from an existing outfall.
