NOTICE REQUEST FOR QUALIFICATIONS
NOTICE IS HEREBY GIVEN that the City of Hesperia will receive consultant qualifications on or before the hour of 4:30 p.m. on Friday, the 26th of June,2026 via the Public Purchase online bidding platform for the services of:
RFQ: ON-CALL GEOTECHNICAL ENGINEERING AND
MATERIALS TESTING SERVICES THREE YEAR CONTRACT
(FISCAL YEAR 2026-27 THROUGH 2029-30)
The Request for Qualifications (RFQ) package is available for download online through the Public Purchase website which can be accessed through the City of Hesperia Website on the Engineering page, or via the Public Purchase website directly at www.publicpurchase.com. Qualifications must be submitted in conformance with the RFQ as provided by the office of the Public Works Department, Engineering Division and in Public Purchase, along with any additional forms identified in the RFQ. Qualifications must be submitted online in Public Purchase. Hard copies of the qualifications documentS will not be accepted.
The City of Hesperia reserves the right to reject any and all qualifications submittals, or any part thereof, and to waive any informality in any proposal received.
NOTICE IS HEREBY GIVEN that projects could be funded in whole or in part with Federal, Housing and Urban Development (HUD), State, or Local Funding. Federal Labor Standards Provisions, including prevailing wage requirements of the Davis-Bacon and Related Acts, as supplemented by Department of Labor Regulations at 29 CFR part 5 will be enforced for all contractors, if applicable. The Consultant is responsible for ensuring subconsultant compliance with Davis-Bacon and Related Acts (DBRA) Requirements. A copy of the Federal Wage Decision can be found at http://www.wdol.gov.
Under the provisions of California Labor Code, Division 2, Part 7, Chapter 1, Articles 1 and 2, the consultant and any subconsultant under the consultant is required to pay not less than the general prevailing rate of per diem wages to all workers employed in the performance of work under the project. Pursuant to § 1773 of the Labor Code, the Director of the California Department of Industrial Relations (DIR) has determined such general prevailing rates of per diem wages. The same are on file at the Engineering Division of the City of Hesperia, 9700 Seventh Avenue, Hesperia, California, and are available to any interested party upon request; or may be obtained online from the DIR website at http://www.dir.ca.gov. The consultant shall be subject to the penalty forfeiture provisions of the Labor Code for violations by the consultant or any subconsultant under him
In the event of a conflict between the minimum wage rates predetermined by the Secretary of Labor and the prevailing wage rates as determined by the State for similar classifications of labor, the Consultant and its subconsultants shall pay not less than the higher wage rate.
No consultant or subconsultant may be listed on a proposal for a public works project unless registered with the California Department of Industrial Relations (DIR) pursuant to Labor Code Section 1725.5 [with limited exceptions from this requirement for proposal purposes only under Labor Code Section 1771.1(a)].
DISADVANTAGED BUSINESS ENTERPRISE: The City encourages participation from small and Disadvantaged Business Enterprises (DBE). Consultants will be required to document their status as a Minority Business Enterprise (MBE), a Women-owned Business Enterprise (WBE) or a non-MBE/WBE firm. The City hereby affirmatively ensures that all business enterprises will be afforded full opportunity to submit qualifications in response to this Notice and will not be discriminated against on the grounds of race, creed, color, or national origin in any consideration leading to the award of contract.
SECTION 3 STATEMENT: Projects could be a HUD Section 3 covered project. Section 3 projects means housing rehabilitation, housing construction, and other public construction projects assisted under HUD programs that provide housing and community development financial assistance when the total amount of assistance to the project exceeds a threshold of $200,000. The threshold of $100,000 where the assistance is from the Lead Hazard Control and Healthy Homes programs, as detailed in 24 CFR 75(a)(2)(i). The project is the site or sites together with any building(s) and improvements located on the site(s) that are under common ownership, management and financing.
