Scope of Work
The City of Phoenix (COP) is seeking a qualified consultant team to provide Engineering services on the COP's large diameter sanitary sewer ductile iron pipelines (DIP) and manholes focusing on National Association of Sewer Service Companies (NASSCO) Grade 3 infrastructure as per the finalized 2020 Condition Assessment report. Services will include construction administration and inspection (CA&I) for ductile iron pipelines and associated manholes, with design support also included at the request of the City. Rehabilitation projects are located at multiple locations within the COP right-of-way or easements.
Pre-Submittal Meeting Information
A pre-submittal meeting will be held at 1:00 pm on Tuesday, June 23, 2026, at Phoenix City Hall 200 W. Washington St., Floor 8 North West Conference Room, Phoenix, AZ, 85003 AND via Teams. At this meeting, City staff will discuss the scope of work, general project requirements, and respond to questions from the attendees. It is strongly recommended that interested consultants attend the pre-submittal meeting. Inquiries regarding the project scope outside of this pre-submittal meeting must be submitted through the Procurement Portal.

On Thursday, June 11, 2026 the Request for Qualifications (RFQ) may be downloaded from the Procurement Portal at: https://procurement.opengov.com/portal/phoenix
Consultants receiving a copy of the Request for Qualifications through any other means are strongly encouraged to download it from the City's Procurement Portal.
Firms must be registered in Procurement https://procurement.opengov.com/portal/phoenix as a vendor to submit a Statement of Qualifications.
General Information
