The Erie County Department of Planning Requests Proposals for Disposal/Processing Capacity for Municipal Solid Waste The Erie County Department of Planning, in the process of updating the Erie County Municipal Solid Waste Management Plan, has determined that waste disposal or processing capacity for Erie County’s municipal solid waste (MSW), including construction/demolition (C/D) waste and sewage sludge is required for a period beginning in 2027 and ending in 2036. In accordance with Pennsylvania Code Title 25. Environmental Protection. Chapter 272.225 Municipal Waste Planning Recycling and Waste Reduction (as amended December 22, 2000), the Erie County Department of Planning is hereby soliciting proposals for disposal/processing capacity for MSW generated within the boundaries of Erie County, Pennsylvania. The Request for Qualifications (RFQ) will be available from the Erie County Department of Planning (www.eriecountypa.gov/recycling), on or after June 5, 2026. All proposals must be made on and inclusive of the required Proposal Forms and be in accordance with the Requirements for Submitting Qualifications contained in the Request for Qualifications. Facilities may withdraw their qualifications at any time prior to the scheduled closing time for receipt of qualifications. The Erie County Department of Planning reserves the right to reject any or all qualifications, to waive any irregularities and/or information in any proposal and to make an award in any manner, consistent with applicable laws, which is deemed to be in the best interest of the County. Erie County Department of Planning will receive sealed qualifications until 10:30am, Eastern Standard Time on July 17, 2026. The facility is required to submit three (3) hard copies, each labeled “Original” and two (2) copies formatted as MS Word or pdf files on separate flash drives. The qualifications must be packaged, sealed, and clearly labeled to show the statement “Disposal/Processing Capacity Qualifications” and the name and address of the facility.
