NOTICE OF TENTATIVE DETERMINATION

Application for State Discharge Permit 24DP2434, NPDES Permit MD0062821:
Maryland State Highway Administration (SHA), Environmental Compliance Division, 7491 Connelley Drive, Hanover, Anne Arundel County, MD 21076, applied for renewal of the permit to discharge an average of 12,500 gallons per day of treated domestic wastewater from the Sideling Hill Wastewater Plant (WWTP) located at Sideling Hill, Rt. I-68 West of Hancock, Hancock, Washington County, MD 21750 to Munson Spring Branch, which is designated as Use I-P waters – protected for water contact recreation, aquatic life, and public water supplies.
The Department is proposing to reissue the discharge permit with the following effluent limitations:
BOD5, 5.0 mg/l maximum monthly arithmetic mean and 8.0 mg/l maximum weekly arithmetic mean; total suspended solids, 30 mg/l maximum monthly arithmetic mean and 45 mg/l maximum weekly arithmetic mean; ammonia nitrogen limits of 8.9 mg/l maximum monthly average and 15 mg/l maximum daily average for winter months (10/1 to 5/31) as well as 0.68 mg/l maximum monthly average and 4.8 mg/l maximum daily average for summer months (6/1 to 9/30) as interim limits, which are effective from the effective date of this permit until the final limits are in effect, and 4.1 mg/l maximum monthly average and 8.7 mg/l maximum daily average for winter months as well as 0.32 mg/l maximum monthly average and 1.3 mg/l maximum daily average for summer months as final limits, which are effective no later than 18 months after the effective date of this permit; dissolved oxygen, 5.0 mg/l minimum at any time; E. coli limit of 126 MPN/100 ml maximum monthly geometric mean and pH maintained between 6.5 and 8.5. In case chlorine or any chlorine compound is used in any treatment process(es), including but not limited to disinfection, that could become a potential constituent of the effluent discharged from the facility, dechlorination is required to reduce total residual chlorine to 0.011 mg/l.
This permit is in conformance with the Chesapeake Bay TMDL for Nitrogen, Phosphorus, and Sediment established on December 29, 2010.

If a written request is received by July 1, 2026, a public hearing on the tentative determination for this application can be scheduled. The request should be sent to the Maryland Department of the Environment, Water and Science Administration, 1800 Washington Blvd., Baltimore, Maryland 21230-1708, Attn.: Yen-Der Cheng, Chief, Municipal Permits Division and must include the name, address and telephone number (home and work) of the person making the request, the name of any other party whom the person making the request may represent, and the name of the facility and permit number. Failure to request a hearing by July 1, 2026 will constitute a waiver of the right to a public hearing on the tentative determination for this permit.
Written comments concerning the tentative determination will be considered in the preparation of a final determination if submitted to the Department, to the attention of Yen-Der Cheng at the above address, on or before July 13, 2026.
