ZONING BOARD OF ADJUSTMENT
NOTICE OF HEARING
PLEASE TAKE NOTICE THAT on the 25th day of June, 2026, at 7:30 p.m. at the Rumson Municipal Building, 80 East River Road, Rumson, New Jersey, the Zoning Board of Adjustment of the Borough of Rumson will hold a hearing on the application of Sebastian and Giovanna Cina, at which time all interested persons will be given an opportunity to be heard.
The location of the premises in question is in the R-2 Zone as shown on the Borough Tax Map, Block 111, Lot 22 and commonly known as 16 Harbor Drive, Rumson, New Jersey.
The Applicants are seeking approval for the conversion of an existing 120 square foot screened in porch to a wine room [with balcony above], the construction of (i) a 1,234 square foot rear covered porch with outdoor kitchen [and restroom], (ii) a new 1,399 square foot in-ground pool and spa, (iii) a new 1,227 square foot pool patio, (iv) a new 460 square foot pergola and patio (rear), (v) a new 180 square foot pergola (off the dwelling); (vi) a 220 square foot main front porch; (vii) a 45 square foot [covered] side porch; and (viii) a 90 square foot rear covered porch; for the conversion of the existing in-ground pool and spa to a koi pond; and for the existing non-conforming cabana, which was to be removed as part of a 2024 zoning permit, to remain. The following variances will be required in connection with this application:
Section 22, Schedule 5-3: Maximum Floor Area Ratio of 0.14 is permitted, where 0.14 is existing and 0.15 is proposed (d variance).
Section 22, Schedule 5-3: Maximum Floor Area of 8,626 square feet is permitted, where 8,792.4 square feet is existing and 9,250 square feet is proposed.
Section 22, Schedule 5-4: Maximum Building Coverage of 5,273 square feet is permitted, where 7,659 square feet is proposed.
Section 22, Schedule 5-4: Maximum Lot Coverage of 13,788 square feet is permitted, where 12,969 square feet is existing and 18,862 square feet is proposed.
Section 22-7.32: Lots bordering on a river require 50-foot setback from waterways, where 41.9 feet is proposed for the new pergola and 19 feet is proposed for the [existing] cabana.
Section 22-7.8g: Accessory Pool requires a 25-foot setback, where the existing pool (proposed koi pond) is at 19 feet.
Applicants shall seek any and all additional variances necessary to accommodate the application as filed, or as revised, as may be required by the Zoning Board of Adjustment and/or its professionals in order to develop the subject property as stated above, and will amend their application on the record accordingly.
A copy of the application and supporting documents are on file at the Rumson Municipal Building, 80 East River Road, Rumson, New Jersey and can be examined on the Borough website (www.rumsonnj.gov) under the "Government" tab, then selecting "Zoning Board."
All persons interested in this application will be given ample opportunity to be heard at the above.
