RESOLUTION NO. 5988 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CHANDLER, ARIZONA, REGARDING THE CONTINUATION OF THE LOCAL ALTERNATIVE EXPENDITURE LIMITATION - HOME RULE OPTION. WHEREAS, Article IX, Section 20(9) of the Arizona Constitution permits the submission of a local alternative expenditure limitation to the voters of a city or town; and WHEREAS, the voters of the City of Chandler in 1982, 1986, 1990, 1994, 1998, 2002, 2006, 2010, 2014, 2018, and 2022 adopted each time an alternative expenditure limitation for a period of four (4) consecutive fiscal years. On May 18, 2010, the voters of the City of Chandler adopted the one-time override of the state-expenditure limitation; and WHEREAS, the City Council of the City of Chandler, after two public hearings, has determined that a continuation of the local alternative expenditure limitation – home rule option is necessary for the continued provision of city services. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Chandler: Section 1. That the following local alternative expenditure limitation – home rule option, be submitted to the qualified Chandler voters at the General Election scheduled for November 3, 2026. The form of Ballot is attached hereto as Exhibit “A” and incorporated herein. Section 2. Submitting Arguments: The City hereby sets the date of August 5, 2026, at the hour of 5:00 p.m. as the deadline to submit arguments “for” or “against” adoption of the home rule option. Each argument shall not exceed 300 words in length and shall contain the original, notarized signature of each person sponsoring it. With each argument supporting or opposing the home rule option, one hundred fifty dollars ($150.00) shall be deposited with the City Clerk to offset a portion of the proportionate cost of paper and printing the argument. Section 3. The City Council of the City of Chandler shall annually, as part of the Annual Budget, adopt an expenditure limitation to govern the City of Chandler budget for the fiscal year immediately following such adoption. The expenditure limitation shall be adopted each year after a public hearing at which the citizens of the City may comment on the proposed expenditure limitation – home rule option, which equals the budget. PASSED AND ADOPTED by the City Council of the City of Chandler, Arizona, this 26th day of February, 2026. ATTEST: CITY CLERK MAYOR CERTIFICATION I HEREBY CERTIFY that the above and foregoing Resolution No. 5988 was duly passed and adopted by the City Council of the City of Chandler, Arizona, at a special meeting held on the 26th day of February, 2026, and that a quorum was present thereat. CITY CLERK APPROVED AS TO FORM: CITY ATTORNEY EXHIBIT A FORM OF OFFICIAL BALLOT CITY OF CHANDLER GENERAL ELECTION NOVEMBER 3, 2026 PROPOSITION ____ A PROPOSAL SUBMITTED TO THE VOTERS BY THE CHANDLER CITY COUNCIL. OFFICIAL TITLE: A RESOLUTION PROPOSING A CONTINUATION OF THE LOCAL ALTERNATIVE EXPENDITURE LIMITATION (HOME RULE) FOR THE CITY OF CHANDLER. DESCRIPTIVE TITLE: The proposal replaces the state imposed expenditure limitation by continuing the alternative expenditure limitation for Chandler for the next four years. Annually, the City Council will determine the amount of the alternative expenditure limitation for the fiscal year after at least one public hearing. Established exclusions shall continue to apply. A “YES” vote shall have the effect of continuing the local alternative expenditure limitation (Home Rule) for the City of Chandler. A “NO” vote shall have the effect of not allowing the City of Chandler to continue a local alternative expenditure limitation (Home Rule) and to require expenditures of the City to be limited by the state imposed expenditure formula. _____ YES _____ NO RESOLUCIÓN NÚM. 5988 UNA RESOLUCIÓN DEL CONCILIO DE LA CIUDAD DE LA CIUDAD DE CHANDLER, ARIZONA, CON RESPECTO A LA CONTINUACIÓN DE LA ALTERNATIVA LOCAL AL LÍMITE DE GASTOS – LA OPCIÓN DE AUTOGOBIERNO. CONSIDERANDO QUE, el Artículo IX, Sección 20(9) de la Constitución del Estado de Arizona permite la sumisión de la alternativa local al límite de gastos a los electores de una ciudad o pueblo; y CONSIDERANDO QUE, en 1982, 1986, 1990, 1994, 1998, 2002, 2006, 2010, 2014, 2018 y 2022 los votantes de la Ciudad de Chandler adoptaron cada vez una alternativa local al límite de gastos para un periodo de cuatro (4) años fiscales consecutivos. AHORA, POR LO TANTO, QUE SEA RESUELTO por el Concilio de la Ciudad de la Ciudad de Chandler: Sección 1. Que la siguiente alternativa local al límite de gastos – la opción de autogobierno, sea presentada a los electores cualificados de Chandler en la Elección General programada para el 3 de noviembre de 2026. Cada argumento no deberá exceder de 300 palabras y debe contener la firma original notariada de cada persona que lo patrocine. Con cada argumento apoyando o en oposición a la opción de autogobierno, se deberán depositar ciento cincuenta dólares ($150.00) con la Escribana de la Ciudad para compensar una parte del costo proporcional del papel y de la impresión del argumento. Sección 3. El Concilio de la Ciudad de la Ciudad de Chandler deberá adoptar anualmente, como parte del Presupuesto Anual, una limitación de gastos para regir al presupuesto de la Ciudad de Chandler para el año fiscal inmediatamente siguiente a dicha adopción. La limitación de gastos se deberá adoptar cada año después de una audiencia pública en la que los ciudadanos de la Ciudad podrán comentar sobre la opción propuesta de limitación de gastos – la opción de la regla de autogobierno, la cual equivale al presupuesto. APROBADA Y ADOPTADA por el Concilio de la Ciudad de la Ciudad de Chandler, Arizona, este 26º día de febrero de 2026.
