RESOLUTION NO. 5999 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CHANDLER, COUNTY OF MARICOPA, STATE OF ARIZONA, FINDING AND DECLARING THAT THE CITY COUNCIL DEEMS THE GRANTING OF AN ELECTRICAL SYSTEM AND ELECTRICAL SYSTEM FACILITIES FRANCHISE BENEFICIAL FOR THE CITY OF CHANDLER; PLACING ON THE NOVEMBER 3, 2026, SPECIAL ELECTION BALLOT, AND SUBMITTING TO THE VOTERS OF THE CITY THE QUESTION OF WHETHER OR NOT THE ELECTRICAL SYSTEM AND ELECTRICAL SYSTEM FACILITIES FRANCHISE SHALL BE GRANTED TO ARIZONA PUBLIC SERVICE COMPANY. WHEREAS, the City Council of the City of Chandler deems the granting of a franchise to Arizona Public Service Company to be beneficial for the City of Chandler; and providing for the giving of notice of the election. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Chandler, Arizona, as follows: Section 1. That the Mayor and City Council of the City of Chandler deem the granting of a franchise to Arizona Public Service Company to be beneficial for the City of Chandler. Section 2. That a special franchise election is hereby ordered to be held in and for the City on November 3, 2026, for the purpose of submitting to the vote of the qualified electors of the municipality the question as to whether to grant a franchise to Arizona Public Service Company. The special franchise election shall be held in conjunction with the City’s general election, which is to be conducted on November 3, 2026. Section 3. The form attached hereto as Exhibit A is hereby incorporated herein by reference. PASSED AND ADOPTED by the City Council of the City of Chandler, Arizona, this 9th day of April, 2026. CONSIDERANDO QUE, el Concilio de la Ciudad de la Ciudad de Chandler considera que la concesión de una franquicia a Arizona Public Service Company es beneficiosa para la Ciudad de Chandler; y disponiendo para dar el aviso de la elección. Por medio de la presente se ordena que se lleve a cabo una elección especial de franquicia en y para la Ciudad el 3 de noviembre de 2026, con el propósito de someter a votación de los electores cualificados de la municipalidad la cuestión de si se debe otorgar una franquicia a Arizona Public Service Company. La elección especial de franquicia se deberá llevar a cabo en conjunto con la elección general de la Ciudad, la cual se celebrará el 3 de noviembre de 2026. Sección 3.
