Unless 1) the building is demolished, repaired, or enclosed; and 2) any garbage, debris and other hazardous, noxious or unhealthy substances or materials are removed so that the immediate and continuing hazard to the community no longer exits; then it is the intent of the City to demolish, repair or enclose the building and all structures on the Subject Properties, or to remove any garbage debris and other hazardous noxious or unhealth substances or materials, if the owner or owners, the beneficial owners of any Illinois land trust having title, or the lienholders of record of said Subject Properties fail to do so.
